They would have kept at it with the face Orton project, putting him front and center on everything in the hope that the fanbase will just cave and give him the superhuman pops they feel he deserves based on his look and his pedigree... It doesn't take so instead we're treated to a Triple H babyface run where he becomes the one that overcomes the odds on Raw, despite declining ratings and a lukewarm response at best from the audience. He takes to this role a little too well, as he seems to genuinely believe that there's a huge demand for Triple H and that someday he'll get one more match chants, putting himself in tag matches with guys with bulletproof overness like Rey Mysterio to use them as human shields while keeping them from getting close to the big gold belt. People would use the same arguments they always use to defend this, claiming Triple H is bringing legitimacy to the title, flat out ignoring that his run on top is like poison and the demand isn't there to see him overcome heel Batista, Orton, Kevin Nash and so on.
Over on Smackdown there are more genuine attempts to make the next 'face of the WWE' star, with guys like the Hardys, Shelton, Edge, Carlito and others given a run with the WWE title, they gain a lot of traction, especially guys like Carlito, Edge, MVP and Jeff Hardy with looks and natural charisma, only to be drafted to Raw and be dashed against the jagged rock of Triple H which continues for a succession of talent until Hunter succumbs to injury due to working a full time WWE schedule.
With Triple H on the shelf, we see more guys getting a fairer shot, Edge, Rey and Jericho, the ECW revival still happens so we have RVD on top for a while, with more pressure to keep himself straight as they have no plan B ready to take the reigns, perhaps even getting a road babysitter similar to Orton during his behavioral problems instead of Sabu. This gives the WWE more time to get ECW going as a brand, giving guys like Punk, Burke, even Kevin Thorn a chance to get established before hitting Smackdown, then Raw. The ECW brand still suffers the same fate as it had little backstage support, but it lasts a little longer before collapsing into NXT.
Fast forward to the present day, I don't think things would be that much different, we'd still hate the WWE's lead babyface as he would be booked exactly the same way Cena is, the biggest differences are that we would have had a second reign of terror to complain about and the WWE would be nowhere near strong enough to support the idea of the network, which would probably be a good thing.

I don't think so. They never would and never will go with Orton as top face because of his penchant for getting into trouble at the time. They couldn't have trusted him. Based on his in-ring talent, real-life reputation back then and average at best mic skills, solid top 3 guy was always where he would have ended up.

I'm not so sure, despite his behavioral problems, repeated violations of the wellness policy and never being a draw, they've put him in the main event of 60-70 PPVs and shifted the goalposts to avoid having to fire him for wellness violations. They showed with Shawn Michaels they're willing to overlook anything when pushing a pet project, the main reason project Orton was shifted to the backburner was Cena catching on with the fanbase as he did.

Plus with him being more natural as a heel, he would have flopped as top face Orton never got them into serious trouble in public until his name was on the list of names in the steroid scandal, he did nothing worse than Shawn did back in the day. The WWE have always been tonedeaf when it comes to people's alignment, they always have to push natural heels as faces because.... I'm not sure why. People flopping as top faces hasn't stopped them before, they keep hammering that square peg into the round hole until they have no choice but to stop.

Orton, Jeff Hardy, Batista, and Edge would have been the top stars. Jeff would have carried Smackdown with Undertaker instead of Edge, who would be busy being top face on RAW.
