Because while it is, in theory, a boon for PPVs due to the holiday season, it's also a time when most families are strapped for cash because they're focusing on buying Christmas presents- and thus won't have the disposable income for a Pay-Per-View event, even if it's part of the Christmas party (if a Christmas party would even want to be built on a PPV.) As such, you know going into it that the December PPV will be less popular, so you can therefore skimp on it and throw all your eggs into the Royal Rumble.
...or WWE just didn't care. Either way.

It's the one time of year that money seems to lose all meaning. Movies, TV specials, toys, accessories, odd things to put in the bath nobody ever thinks about unless it's christmas, being drunk before lunch time - it's a 'hang the expense' time of year for many people. WWE not ever taking advantage of that hasn't really ever made sense. Imagine what a yearly Christmas eve or New Years Day extravaganza could pull. Like the Survivor Series used to be the Thanksgiving night/eve/week tradition, there should be festive special every december.
Every single commercial organisation on the planet takes advantage of it, except WWE.
New movie? Released for Christmas New album? Out in time for Christmas, folks? New book? Makes a wonderful christmas present
WWE? Er...we do something about the 12th and that's it.

Movies, TV specials, toys, accessories, odd things to put in the bath nobody ever thinks about unless it's christmas, being drunk before lunch time - it's a 'hang the expense' time of year for many people. WWE not ever taking advantage of that hasn't really ever made sense. Imagine what a yearly Christmas eve or New Years Day extravaganza could pull. Like the Survivor Series used to be the Thanksgiving night/eve/week tradition, there should be festive special every december. It stops by major markets like MSG, Detroit, etc and that's their big Christmas thing.

Evidence year after year that appetite for the product spikes this time of year (probably for the same reason everyone from Coca-Cola to Matel to Jack Daniels notices an upswing - BECAUSE IT'S CHRISTMAS!!!!!) and they have an entire Network to put on whatever they like and rather than giving us a special event what do we get? Legends House? Countdown to the top 10 bestest hats? Great!
