Sometimes the Rumble winner needs to be a shocker. Sheamus was that. Sometimes the Rumble winner needs to be the clear and precise predictable answer based on current storylines. Like Benoit or Cena. Cena did not NEED to be the winner in 2013. He had basically been getting endless title shots for 6 months prior and had just fought Rock the year prior. And I still think "Sheamus being a shocking winner" thing is overblown, because EVERYONE had him as the winner in December and only changed for the Jericho return. Cena needed to win to face Rock. That was a storyline in place solely for a rumble win rematch making it twice in a lifetime. No one NEEDS anything in a fake sport. It's performing arts. Their story was Rock Cena two and the Rumble was the plot device.

I think it's because they wanted a Rumble winner to win at WrestleMania for once so it would boost the percentage in that damn hype video they do every year. It had taken a battering with four straight Rumble winners failing to win the title at WrestleMania... Down to like 55% or something. I do think this is the major factor. At that point if Jericho won the percentage of people who cashed in and lost would have been higher than people who cashed in and won.

Pity that never happened with Batista. That was a foregone conclusion if ever there was one. That's one of the (many) problems with combining the WWE Championship and World Heavyweight Championship. Now the Royal Rumble winner will face the lone champion at WrestleMania, and around November or December, rumors start leaking about WrestleMania plans, so by January, we've got a decent idea about who the Rumble winner will be. So unless WWE decides to completely alter their WrestleMania plans, the rumored winner will likely always be the actual winner, whereas like we saw in 2012, they can throw a wrench into the plans without completely scrapping a projected WrestleMania card. I don't mind as long as they make a decent choice. Problem with them keeping the two titles as that The WHC sadly would've never headlined WM in its dimnished state. They were kind of stuck with having Cena win the 2013 Rumble when Rock was champ. They had to go with that match to protect the rest of the roster. None of them were "worthy" of wrestling Rock, but it would've made them look dumb to openly choose wrestling for the B-Title in the opening match over the opportunity of a lifetime in main eventing WM against the biggest star in wrestling for the company's top prize.

Because WWE really wanted to get Sheamus over huge. It didn't work. Even before the 18 seconds fiasco, it really wasn't working and it felt forced. "Felt Forced" No way, this never happens in the WWE.

I think Sheamus winning was the right call. WWE wanted to make Sheamus a star whilst Jericho was already made.
Everything after that though was awful. The Wrestlemania match with Bryan killed Sheamus reign before it got going. Then Del Rio...o boy.

I honestly think that word leaked out in advance about Chris Jericho winning the Royal Rumble, and too many people thought of it as a foregone conclusion, so WWE threw a curveball at the last second and gave the win to Sheamus. Not that any of it mattered in the end. Jericho still got his WWE Championship match and Sheamus would have had his World Heavyweight Championship match whether he won the Rumble or via some sort of tournament or battle royal on SmackDown. That was obviously the reason. I remember talking to someone who hadn't watched wrestling for some years and told him that he should watch the Royal Rumble and that Jericho would win, guaran-damn-teed! Everyone following the newz sites and forums back then was sure that Jericho would win the thing hence why they changed the outcome to show them: "See! We're not THAT predictable!"

I was in favor of it being Sheamus because I thought around that time he could really be cemented as a top babyface...and then WWE decided to have him squash Bryan in the opening match and totally kill any legitimacy the Royal Rumble and the World Heavyweight Title/popularity Sheamus had. The backlash was giant! Figures that the WWE didn't learn its lesson and proceeded to receive backslash over bryan for a second time.

The entire focus was on Bryan/AJ and Sheamus was just there because Someone had to wrestle the matches. The entire story of Sheamus' face run is basically being booked strong and protected for no real reason.

The legitimacy of the WHC was dead a long time ago. That's why Bryan's WWE Title angle was so centered around the idea (both in presentation and fan perception) that he "never won the big one" despite having been World Heavyweight Champion.
