The last RAW before each PPV, that is.
Get the fans to chant "Let's Go Home! Let's Go Home!" at the start of the show. Wrestlers' promos would mention something about going home.
Have the 3 commentators constantly mention how this RAW is all about "going home", "takin' it home", "Ziggler needs to win this match more than ever, since we're goin' home here tonight", etc.
And the week before, "The Royal Rumble Go-Home Show is NEXT WEEK on USA!" or whatever.
I think this would help pump people up for PPVs, even if they are no extra cost on the Network.

That final Raw before the PPV would be unbearable.
Three hours of "Network", "APP", "Twitter", "App", "Network" now becomes "Network, "Go Home", "App", "Twitter", "Go Home", "App", "Network", "Go Home"

I don't think they'd want to remind he live audience what the alternative is to watching the show. They just might do it.

Just watch some Walking Dead or Community, WWE Universe." Instead, what we'll get will be a 10-man tag match with wrestlers dressed as MLB teams.

It would take a major reform of the booking team and system in order to get the PPVs to matter to the audience again, so I could see this being the WWE's wrongheaded solution. It requires very little to change, they'd just have some slightly altered on screen graphics, the commentators and wrestlers would say 'Go home show' over and over and over and I'm sure they'd give away portions of the PPV on free TV, like they feel it will induce people to get the network. Usually it'll be the blowoff match to a midcard feud and the guys involved would then be blamed for their match being greeted with apathy at the PPV itself.

I actually love the idea of a commentator that doesn't tow the line, given how hammy the WWE is with their self-promotion. They needn't be real overt, it would just tickle me if you had somebody just sorta shaking their head and going "ecch" every time Maggle or somebody got on one of their realwhoever@twitter/$9.99 loops. If you committed to it, you could make a fun comedy character. They're not necessarily anti-WWE, they just no sell all the bullshit. If the match gets hot, they're right in there. Until then, they're playing Candy Crush or texting or something, stopping occasionally to snipe at the other guys.

Let the booking of the show sell the need to see the PPV/special to see the culmination. Don't actually come out and say the insider term 'going home!' over and over.

But at least the go-home shows would be special in and of themselves. That would be 12 out of about 52 RAWs per year that would be "extra important" RAWs.

Considering that WWE using "insider terms" makes them look even more fake, I'm good with them not calling it a Go Home show.
