Watching the Crush vs. Shawn Michaels for the Intercontinental title from King of the Ring 1993 on youtube made me realize that title match was above the World title match. Along with the obvious Bret vs. Bulldog match from Summerslam 1992, what other times was the IC title slotted about the World title on ppv?

Well, the tag team title match was above the WWE title match at Wrestlemania 8.

Didn't this happen a lot on the Saturday Night's Main Event shows? I know they often kicked off SNME with the featured Hogan match rather than saving it for the end.

Not PPV, but the IC Title used to main event RAW a lot during RVD's 2002-2003 run.

Any time Alberto Del Rio, Christian, Sheamus, or the World Heavyweight Champion at the time was the first match.

I think they've all been mentioned but there are the occasions where the IC title has been given equal billing, specifically in the same match, like Diesel/HBK vs. Owen/Bulldog/Yokozuna at In Your House, Austin/HHH vs. Kane/Undertaker at Backlash 2001, Hogan vs. Warrior at WM6 and Triple H vs. Kane at No Mercy 2002 (though it was a unification match).
