I wonder what exactly they were expecting him (kayfabe or otherwise)to do about it? Its nonsensical on every conceivable level.
The first thing i'd have done is send a mobile hairdresser to Bishoff's house to give him a tidy up i think.....

Vince had bought Goldberg that horrible vest....or is it just an unbuttoned shirt?

There's nothing Vince would want to do about his competition turning their most popular face, heel for no f***ing reason.

We're going to book a really stupid angle that's going to further turn fans away from our product and hurt our business! And Vince McMahon is powerless to stop us! HAHAHAHA!

Vince had bought Goldberg that horrible vest....or is it just an unbuttoned shirt? I think that's his baseball shirt. Maybe the response they wanted would be to turn Rock heel at King of the Ring a few weeks later against Kane and Undertaker, joining the McMahon Helmsley Faction.

As relevant a comment as "There's nothing that Hitler can do about it!" or "There's nothing that mashed potatoes can do about it!"

I remember reading at the time that that line was spoken before Russo & Bischoff even knew what their big surprise was going to be.

Were they actually expecting Vince to go "Well, Goldberg's heel, our company's screwed, hey Ted, wanna buy the WWF?"?

Supposedly Bischoff originally wanted to announce that he had officially purchased WCW from Time Warner and he could now run the company without the corporate interference that Bischoff had previously claimed was the real reason for WCW's downfall.
When that fell through Bischoff and Russo supposedly made an offer to Paul Heyman to have some ECW guys do a run-in. Heyman asked for a ridiculous amount of money to do it and Bischoff turned him down. After ECW went under it turned out the amount of money that Heyman asked for was pretty much the exact amount Heyman owed to Vince McMahon.
Goldberg's heel turn was an early rumor when the big announcement was first announced, and might have worked if WCW hadn't gone out of their way to overhype it at every moment possible. Unfortunately by show time it was their only available option and it flopped miserably.

Vince: Oh god... Oh god.... Goldberg turned heel. Goldberg turned heel and I sat here.... and I did NOTHING. I let this happen. Why... why.. what was I doing that I let this slip by? Shane: .... you were helping us count the billions of dollars we've been making while handing WCW their ass in the ratings. Vince: Oh right. That.

There's nothing Vince would want to do about his competition turning their most popular face, heel for no f***ing reason. Well, Vince would do the same thing a few months later at Wrestlemania.

Who knew Eric Bischoff was a big Mortal Kombat fan? His Raiden cosplay needs work though.

I wish they did a Monday Night War episode on this.
Triple H: I remember being in the office that night and Vince was just so sad.
Miz: I remember watching that and thinking....what? Wow!
Vince: I sat in stunned silence. It's one thing to give our results away, but Goldberg was my favorite. And they turned him heel. *Deep swallow* And there was nothing I could do about it.

Then we went out there and had a great Raw." *Produce of camera we where talking about Goldberg's heel turn.* Stephanie: "Yeah I couldn;'t believe that Whoopie Goldberg would done such a thing."
