Not with Flair as manager but 2002 when he is co-owner I would have him as leader, Benoit as enforcer and Brock and Shelton as your new blood tag team with Arn as a mouth piece.

I would go with Sami Zayn, Kevin Owens Adrian Neville and Finn Bailor and just have them have great matches with Ziggler, Bryan, Cessaro, Kidd etc.

At one time Flair would have made an ideal manager for future stars. Today he can't seem to manage to string a straight sentence.

The problem with a new Four Horsemen is Flair, he shouldn't be on TV unless he's clean and sober but he would be required both as a link to the past and as a human shield because they would never, ever bury a faction with Flair at the head.
So working on the assumption Flair is clean and sober. The Authority is defeated at Summerslam and the show ends with Cena and Sting stood triumphant over Hunter and Rollins with Sting set to take the role of face GM. Flair comes out alongside others who have been wronged by the Authority and applauds his old adversary, looking genuinely delighted. Over the next two months, Cesaro (Arn) and Swagger (Blanchard) start to pick up momentum, winning matches where they ordinarily would have been squashed, using underhand tactics or just being flat out vicious to do so. Cesaro runs afoul of the road agents after beating the hell out of Ryder, lashing out at them, knocking Arn on his arse, kicking him until he's pulled away, with Arn carried off on a stretcher as Cesaro is publicly suspended by Sting. Ziggler (Flair) also starts becoming more cocky, picking up cheating wins much to the horror of his new valets, a few random girls at first, a few developmental divas then finally Charlotte with her hair styled and her mannerisms resembling Miss Elizabeth with Savage.
He bites off more than he can chew, making himself a problem for Cena and Sting at every turn until he finally gets a PPV match where he gets getting beaten down for most of it until Cesaro sneaks through the crowd and hops the railing, knocking Cena on his arse while Charlotte looks horrified. Sting comes out and turns the tide briefly until Flair comes out, dressed in a suit with a sh*t eating grin on his face while Sting's music still plays. "Whoa whoa whoa, cut the music... You defeated the authority, Sting, but really, all you did was open the gates for something far worse, you opened the gates for the Horsemen to come striding through... Woo!" With that, Swagger hops the railing and hits the ring, flattening Cena while Sting goes up against Ziggler and Cesaro outside the ring. Charlotte stands in front of Sting who's held by Cesaro, pleading with Ziggler not to hit who can't defend himself with a foreign object... only to turn and deck Sting with the weapon herself. They roll him into the ring as Flair walks down the ramp and stands with his crew, "Cesaro, Ziggler, Swagger and Charlotte Flair... We're missing one last thing." Arn joins them in the ring, raises the arm of Cesaro as all 6 stand in the ring as the show ends.
