Cause HHH talking about KO is him talking as a normal person. Him talking about Cm-punk is him adding to a storyline.
It doesn't seem that hard to understand

Hypocrite doesn't mean the same thing as inconsistent. If HHH stated a belief that anyone who wrestles in a WWE ring should be in shape, and then he let himself go and wrestled, that would be hypocritical.
Being a jerk and making fun of different guys who he's not high on anyway for various issues isn't hypocritical. That's not even necessarily inconsistent. Fat Kevin Owens could just be a much better asset than Fat Ricardo for reasons that have nothing to do with weight.

I think it's worth mentioning that even his friends have said that sometimes Triple H's sense of humor can be a bit mean.
At the same time, I think with guys like Bray and KO there's also a feeling of respect as they've both worked their asses off to get into good shape for their body types.

When did he mock Punks weight? Oh yes on tv as a HEEL. Same for Masters. It was a tv joke. He was a face when he made the comment about Masters and he was mocking someone for slimming down to comply with a wellness policy that doesn't apply to him. Ha ha ha, oh that joker! Good job Chris Masters got an immediate opportunity to get in a dig at Hunter in return, eh? Oh wait, that almost never happens. Hunter gets to make his nasty little 4th wall breaking jabs without any meaningful retaliation because he's the heir to the throne.

It's all about perception vs. reality. You can't hold different guys to the same standard.
CM Punk's character was a brash guy who can out-wrestle you, so you'd expect him to be in good shape and look more athletic than he is. Ricardo was a ring announcer but also a high-flying masked luchador, and a decidedly pudgy one at that.
Owens, Wyatt, and Bull are all wrecking ball bruisers. You expect them to be heavyset.

Yeah, that was the difference between HHH making comments about Punk's physique and doing so about Masters. Punk was allowed to give as good as he got (and then give more than that) while Masters had to slink off to lick his wounds after the Legendary, Great HHH TM made him look like a fool (as he is wont to do to all fools). One instance it furthered an angle. The other buried a talent that was being reintroduced to the audience after an extended absence for the benefit of making the firmly established main eventer supposedly look cool.
