I would say Cena is no longer the top guy and his reign as top guy ended back in Summerslam. Would you say that Rollins is the new "guy" now? or are we in an era without any "Top Guy"s

Cena is still the Face of WWE. Seth's ascension doesn't change that, yet. They have to work at establishing him over Cena, like they did with Cena over Hunter, Angle, HBK and so on despite Cena having won the belt at Mania as well.

Seth Rollins is THE MAN. I know that much. He's the top heel so that's not quite the same thing, but he's red hot and is the driving force of the show.
As for who the top babyface against him will be, I guess we'll have to wait and see. Sure isn't Reigns.

We still have some years to go until Cena's time is up considering this. Whoever the guy will be will go over Cena, Orton, Lesnar and any other major star legit.

Seth is the Edge right now - carrying the show on his back as top heel. Normally there'd be a Cena to go against him, but the fans rejected Reigns as the new Cena. They might reject every attempt at a new Cena. You are allowed to get over if the company likes you but only as a heel. If you are a face, the crowd will beg you to turn heel (just like they all want Reigns and Cena to turn heel). The only exception is if you are a small technical guy, then everyone except Vince will let you be the new Cena.

Rollins isn't close to being 'the face of the WWE', that's not the point of a cowardly heel champion (unless you're Austin in 2001).
This title reign is going to be very similar to Angle in 00-01, Y2J in 01-02 and The Miz in 10-11 -
He has won 4 of his last 50 matches, he could only win through a cash-in. He has very little credibility as a solo wrestler (nobody believes he could beat Orton, Cena, Reigns without cheating).
This is a classic cowardly heel run - in time the hope would be he can transition into a credibile face but for now I'm happy with him being the cheat to win guy - he's entertaining.

I could write an essay on this... so I will. Less than 12 months ago Rollins showed he was a capable badass, almost a monster in how good he is. He did that balcony dive, he was one of the main offensive forces in beating Batista, Orton, and Triple H two pay-per-views in a row. Clean. We know he's capable of beating Orton clean. And let's not forget before his recent babyface push, Orton was a heel who often did the jobbing. During the early parts of his current heel persona he often won matches clean, before they found out how fun the J&J idea is. He beat RVD clean several times etc. He was pushed similarly to Rusev for a while (who also beat RVD etc), where he'd just go out there and beat people to show he really is that damn good. Now he hides behind J&J and The Local Men because it's smart (and great heat), he knows he's the best, he doesn't lack confidence... but why not play it safe? Plus at the Royal Rumble, aside from a couple comedy spots where J&J got destroyed, he was mostly just going toe-to-toe with Brock and Cena. No doubt he's the cowardly heel, but he also comes across as more of an offensive force when he wants than Edge for example. Look at his encounter with Brock on RAW. He countered him and kicked Brock in the head. He ran away later, but he's also a skilled combatant in there. Of course he needs to be in the cowardly heel role and he rules it, but saying he "has very little credibility as a solo wrestler" would be like saying that about Horsemen Ric Flair.

Cena's still the public face of the company, but it's looking more and more like the days of booking the entire show around him are over. I honestly believe that the Randy Orton feud at the beginning of last year was meant to be the end of booking the show around Cena, but then Bryan got injured.

John Cena is 37...if he doesn't start coming back from neck injuries 3 weeks after surgery then Cena probably has a good 3-4 years left in him. Thing with John is he's such a workaholic that his body may just give out sooner than later. But this is what WWE needs to start doing, building for a post-Cena WWE. Rollins is 28, Ambrose and Reigns are 29. These are guys that will be there for the next 10 years.
