With the way Brock has been booked, there is no way, and The Rock means NO WAY, that Bryan gets more than a few kicks and maybe a lucky knee that beat Cena.
If there is a rematch, THEN they can show Daniel training and working his way back up, winning matches, getting more and more intense, turning into ROH Bryan. Then he wins the MITB and challenges Brock to a fight, no DQ.
He gets more offense in, applying the training he's done, and then possibly wins.
If it's up to me though, Brock would've never lost the title at Mania and wouldn't lose it until an NXT guy comes up, gets built PROPERLY and beats him.

Booking-
Once the Rollins/title situation blows off, Heyman comes out & offers an invitational tournament to get the chance to face Brock. He points out that Brock gets you on Sportscenter, is a prize fighter etc and facing him & taking a beating is as big a deal as winning the WHC.
8 guys not in the title program are paired off. Bryan faces whoever in the final which is 2 of 3 falls & wins the chance to face Brock. Heyman cuts promos on DB referencing his surgeries & how much he respects him and asks him to walk away from the opportunity. Bryan responds with Yes/No crowd spots. Brock & Bryan finally meet face to face on the go home Raw before the PPV. Brock tosses him around & makes it look hopeless.
The match- Brock dominates, gets overconfident etc etc & ends up in either the Yes Lock or a new submission finisher for DB and has no choice but to tap.

Chapter One: Ring Bell, Running Knee, Brock doesn't even go down to a knee himself, Bryan looks up from the ground and says "No..." Bryan isn't seen for 6 months following Brock legal semi-murder.
Chapter Two: Bryan fights his way to a rematch. Fights smart. Avoiding Brock, chipping away. Almost enough for a little hope. Eventually gets caught and semi-murdered again.
Chapter Three: Bryan is getting desperate and almost delusional. Starts using underhanded tactics to get what he wants, despite everyone's pleading for him to stop. That he has no chance. He's almost a heel at this point with his crazy tendancies. maybe at some point he grabs or pushes Brie to cement his heelish status. He manages one more match. Brock doesn't take him seriously. Bryan uses every dirty trick he can and the off-guard/unprepared Brock loses in some shenanigan filled cluster of a way.
Final Chapter: Despite winning dirty, and being the biggest ass in the world for the last part of the story, Bryan is convinced he is Champion of the People. Bryan ducks Brock for a little while, but Brock eventually gets rematch. Brock murders him in seconds. While obviously disappointed Bryan regains his senses, and gives apologizes to hos wife abd his fans and finally gives Brock the respect he refused to give him in the other chapters.
The End.
Bryan then wins IC Title and stays away from Brock forevermore.

Think back to the opening minute of Lesnar vs. Reigns. Exactly the same, except Lesnar gets the pin following the F-5. Just to add insult to injury, Brock channels his inner King Kong Bundy and demands that the referee count to "FIVE!" Thereafter, every time Brock sees Bryan he just snickers at him.
