I'd take away certain people becoming world champion from WCW before I'd worry about adding more that never got to be.

Goldberg should have held the title from his first win through the entirety of 1999 and 2000
It would have spared us WCW champions David Arquette and Vince Russo, at the very least.

Lance Storm. I think he would have been a huge deal if he had gotten the win over Booker T that Nitro. He was probably the best wrestler in the company, and among the best in ring in the world. Then again, maybe if he had been a credible World Champ with a lengthy reign, we could have gotten a Storm/Angle feud after the invasion with a fantastic 20 minute PPV match.

Yeah, like, Raven was certainly over enough as an act, but it'd be difficult to put him into that whole mess. A properly book nWo vs The Flock feud could have been great. The cool heels vs the misfit outsiders, of course since this was WCW, The Flock would have been destroyed and made to look like jokes. Hell, Raven in 1999 was over enough as a face to get a World Title run. That would've been great, even on the cover of WCW/nWo Revenge featured Hogan (nWo B&W), Nash (nWo R&B), Goldeberg (WCW) & Raven (The Flock) to put them all on par.If memory serves, before the nWO split Nash was set to face Raven. Raven did the usual & backed out sending The Flock into the ring which Nash destroyed single-handed so that put any sort of kabosh of a Flock threat to the nWo

Booker and Steiner in 1999. They should've been pushed much earlier.
I can't lie, but Buff Bagwell was over enough to be a top face.
Kidman and Mysterio would've worked as great underdog champs.
(In case you can't tell, those five guys, along with Goldberg, are the guys who I think should've been the focus of the company by the end of 1999).
