You should go in feeling that literally anyone in the Rumble could win it. If anyone comes and you go "Nah", they've failed.

It should go to established stars more than rising stars. If in the next 5 years say Ambrose,Balor,Owens,Uhaa Nation and other NXT guy won the Rumble it wouldn't mean as much for them as rising stars if the next 5 years was Lesnar, Rusev, Rollins, Uhaa, Reigns. Bring the stars to the level of the established, don't drag the Rumble down the the mid card

How many rising stars actually won the rumble? I feel like established dudes win almost all of the time going back to the first one. Hmm, you could make cases for Hacksaw, Yoko, HBK, Stone Cold, Lesnar, Benoit and Del Rio. Sheamus aswell although he had already been champion by that stage hadn't he but wasnt an established big star I would say. Until reading through the list there I had no memory whatsoever that he was a former winner. I feel like Lesnar was already pretty established by that point strangely enough. Killing everyone and being a former champ. And I don't think the Rumble really did anything for Hacksaw or Austin (the first one)

It should always be established stars simply from a business perspective, but I do share the sentiment that shaking it up and having lesser names or even a rank outsider winning would keep the unpredictability that is lacking from a supposed lottery event.
It would also give the writers something different to work with. Imagine for example in 2011 Del Rio and Orton eliminating themselves and Santino inheriting the win, we would have Santino mocked in the run-up and how this will be the biggest humiliation in Mania history, Santino mentally and physically preparing himself like never before and putting in a Balboa vs Creed performance where he is a spirited but ultimately unsuccessful loser who earns everyone's respect and giving him the pedestal as a credible mid-carder.
Non-established stars should happen, but it shouldn't be the norm.

I wanted Austin to win every match he was in, let alone every Rumble. Austin winning the Rumble was a high for the fourteen year old version of me, who had been waiting a whole year, pining for Austin to return. So yeah established guys should win I guess. Plus Austin was barely established when he won the 97 Rumble. Plus he cheated. The 98 Rumble win may have been predictable but it was the right move as he was head and shoulders above everyone in popularity even by then.
