Nakamura's body language and just natural charisma if allowed to cut loose would likely make up for anything he lacked in promo skills in English. In fact, he'd probably be better off that way. Doesn't do interviews, just an eccentric guy that wrecks people. Could spin it as him being "elusive" when it comes to trying to get an interview with him.
That said, I think he's the less likely of the two to ever go. Okada I feel would likely benefit from it more too. Though I imagine if he went it wouldn't be for life and likely be more of a glorified few year learning excursion for him.

They would both be awesome in WWE.
Nakamura can still have the same moveset and turn down the stiffness.

They didn't tryout, the whole story was a joke on Twitter by Rovert. Well, that's unfortunate. They probably didn't try out because HHH said they were too Asian and so Nakamura took a screwdriver to him, becoming the hero of the NXT locker room.

I've always been under the impression that Nakamura is way too broken down for WWE going off of the stories that have been floating around online for a year or two now about how he and Tanahashi move like they're old men backstage from all the wear and tear of how rough the style they wrestle is. I can certainly see him having more longevity in the WWE with a toned down style but not with as often as they wrestle. He'd need a bit of a reduced schedule, if they allow that. As for Okada, I can absolutely see him making it, and doing quite well for himself. I'm torn on what I want for them personally. I'd rather see them in NJPW where they can continue wrestling badass matches, but, and especially in the case of Okada, I think since he's ALREADY just about been there, done that with everything they have in NJPW at such a young age, being a two-time IWGP Heavyweight Champion and winning the G1 tournament twice, that maybe raising his profile and going to the WWE would be good for him. It'd force NJPW to shake things up a bit, at the very least.

As much as I wish this was true, it's seems too good to be.
That being said though, with the flexible way Hunter is booking NXT (Signing Joe while he was still working indie dates, letting "Bullet Club" and NJPW be featured in Balor's doc..) I could see them bringing in special attractions for special events as NXT becomes a touring brand. They could work out a deal with NJPW where it's a couple shots here and there for someone like Nakamura. Very reminiscent of NWA back in the day.
If NXT is really to become a super indy, arrangements like those would guarantee that they would draw big hardcore crowds for shows like the Takeover in Brooklyn.

If they're looking for a Japanese lady wrestler, I'd go with Hiroyo Matsumoto. Great wrestler, not afraid to do the goofy stuff that would likely come in WWE and she's still only 29, so they could get a good decade run out of her.

None of these NJPW guys have "unlimited potential" in WWE. I don't think either can cut a decent promo in English and as such WWE would never seriously push them. Much like they'll never seriously push Hideo Itami on the main roster. It's possible that people can learn an additional language. You mention Hideo, and for someone who couldn't speak a word of the language a year ago, his English is downright impressive. He may not be perfect yet, but he has the proper vocal inflections down, which is the most challenging part of it in an audible performance capacity. I'd bet dollars to donuts in a year he's going to be a downright great English promo.

Most of the Japanese wrestlers who get signed by the WWE spoke a little English before being signed (and many ended up fluent or near-fluent in the language), so they'll have proper vocal inflections...but even if they did learn the language and are as fluent as a native speaker would be, then they'd have to deal with the fact that they'd have an accent, either still making them sound less skilled at speaking the language or keeping them with that feel. That doesn't even go with the real sinking feeling when you see WWE's booking that: EVEN IF WWE managed to sign a top puro or joshi standout, and they managed to speak English as well as a native speaker would, with the vocal inflections of a TV news anchor and having absolutely no accent...then you get the sinking realization Vince McMahon...well, just plain thinks Japanese people are inherently funny and would thus push them as a comedy wrestler anyway (and given how a lot of Japanese wrestlers devolved into WWE, that doesn't seem unlikely.)
