Stop lighting the crowd. It distracts from the matches and will cause people to wave/look/act a fool for the camera.
Change the set, make it smaller and not nearly as many LED/videoboards. Get rid of the overhead tron. It's been on for 18 years now.
Stop with the over-choreographed entrances. One thing I hate about NXT is a lot of guys' highspot in the entrance.
Give the wrestlers more colorful attire. The set and ring are so vibrant but the wrestlers often look bland.
Get ride of Cole, Lawler and JBL. Need some new voices calling the action.
Steady the ringside cameras and stop with the multiple camera cuts per match. The show is becoming harder to physically watch.
Start some shows with a match and have at least four matches announced before every Raw.

Give the divas more to do beyond competing for the belt. Throw in some annual events like a main roster vs NxT elimination tag match for Survivor Series, or do a tournament to determine the #1 contender.

I honestly just like it when it's implied that the winner of a match gets more money than the loser. at least adds some sort of meaning to "why would you ever wrestle that guy"

One of their main problems is that the booking tends to be ad hoc, meaning many of the kayfabe matchmaking is done on an impromptu basis.
Why bother wrestling matches to get yourself closer to a title shot, if you can just interupt a promo and demand one?
They also need to address the problem of why honest wrestlers would participate in a company run on-screen by an obviously biased authority figure who picks favoured wrestlers and stipulations.
Even in kayfabe, it makes no logical sense.

If you are going to have a heel announcer, have them play the heel. If you are going to have a face announcer, have them play the face. And if you are going to have a third party, have them be a more analytical, sports analyst type ala Mike Tenay as The Professor. At least this would provide some chemistry for banter and contrasting commentary styles.
Instead of short, two or three minute long backstage interviews, try doing an in depth, sit down style interview every now and then. Case in point, if you are hyping the upcoming title match main event at a PPV, do a segment where you show the challenger talking about how it has been his life's dream to be champion, describing the struggles and sacrifices he endured to make it this far and become the top contender, talking about how he is training and preparing for the greatest moment of his career, etc. And no more contract signing segments, those are so predictable it is painful.

Retire on screen authority figures that are involved in the week to week storylines. I think that would be the biggest change and freshening up. Wrestling worked just fine before the Mr. Mcmahon character.

I'd make a few stylistic/format/product changes: 1. New ring mats - black instead of the current off-white with the red or blue ropes depending on the show. 2. Switch up the stages - even if they use the same actual stage for the shows, switch up the way they are used for each show - e.g. more screens on RAW, more focus on blue LEDs, etc. for Smackdown 3. Introduce a "host" that sets the stage for the show every week before throwing to your commentary team. I think this would be an excellent way to use Renee Young and to also bridge the gap between the pre-show and the actual live RAW telecast. 4. Get the Authority off screen and introduce a commissioner that makes matches but otherwise stays out of the day-to-day. In other words, just bring Regal up and have him do what he's doing in NXT on RAW. Bring in Triple H/Steph only for special occasions. For instance, having them come out to make the Taker/Lesnar match this week after the pull-apart last week is a big enough event to get them back on screen. 5. Make the Power 25 a real thing on the show that on some level guides the way in which people get title shots. Your #1 and #2 on the Power 25 wouldn't always be your secondary champs, either. Have a moment on Superstars/Main Event every week where your commissioner runs through the top 5 on the Power 25 and explains what they're doing there. Hell, it could be a large part of the "This Week in WWE" show that they run on the network.

Split the writing team up a bit.
Have 1 person in charge of each division, women, tag teams, IC, US, World.
They all get a minimum 30 minutes per show, the remaining half hour can be flexible.
Importantly, each writer is left alone, no last minute changes beyond minor revisions.
Each writer has his own mini roster, they can collaberate to determine that, people moving between divisions, pushes etc, but it'll give each section an identity, it'll be someone's responsibility so they'll try to make it good and important.
Breaking up the team will also change things so you won't have everyone pitching ideas on 1 or 2 storylines, there will be less of a beaurocracy so talent can come up with and pitch storylines to their team's guy and get more involved in the product.

No more 20min opening promos-quick promo for whats coming up and then right yo the action. Also they meed more character development. Remember the sit down interview segments they used to do in the attitude era to get characters over (Foley, Golddust, ect)? They have most recently done it with Lesnar and it still works. Most of the characters in WWE are just there with no rhyme or reason to why they do what they do in kayfabe.
