So, this road goes from Florida to Pennsylvania, then to New York, then back to Pennsylvania, then they just kind of sit there for two weeks before going to North Carolina. I think they're expecting that the fuel budget will have run out after the second Pennsylvania show and they're giving themselves two weeks to push all the gear to North Carolina.

Here's an interesting note from their website.
"TNA produces more than 100 non-televised live events across the U.S., Europe and Asia each year.".
And yet this unless it gets cancelled, will be their first House Show they've done in over a year and they've never done an event in Asia in the company's history.

TNA just latched themselves onto it

I'd argue using the word "Live" and "TNA" in the same sentence is grounds for false advertising These are house shows, not Impact tapings.

...I'm legit wondering what'll happen if only like 10 people show up to one of these shows. They will celebrate because they got 3 more people than they got at the tapings.

As someone who has seen shows all over the Pittsburgh area, I can say without reservation that the Rostraver Ice Garden is a bad choice. They should have booked the "megadome" instead.
The venue above is the Jacob Woll Pavilion, a picnic pavilion with no physical address. It barely holds 100 people, has no space for a backstage area (they had to use the men's bathroom) and isn't high flyer friendly due to low hanging ceiling fans. The guy wearing the Corona shirt actually broke his wrist on said fans. It is, in short, the absolutely perfect venue for TNA.
