I just don't understand why they want to accept having mediocre shows almost every single week. Raw is only good a handful of times a year, while Smackdown has been a show that's still on TV for the past 10 years just for the sake of making the company extra money. I just don't believe for a second that they think the quality of the shows they produce each week are good. 90% of the roster really don't matter since everyone loses to each other anyway with the exception of Cena & Lesnar. I know it's likely the answers will be Vince & Dunn are out of touch & they have no more competition so they don't have to try, but why isn't Triple H & others getting in his ear & flat out saying the shows suck? Or do they think the shows are actually good as well?

It's too much effort. They are happy making money in their holding pattern.

Because they honestly think their shows are good, lol.
There's a difference between not wanting to do something and just being incompetent at it.

Because people will still watch it no matter what. It's the classic fan saying "I'm not watching RAW anymore" and then tunes in next week They know that ratings are down and they are trying so hard saying "Remember when we had ratings in the 7s? Remember when we use to be sooooo cool?" It explains why we've seen more and more last generation people like The Rock and Stone Cold on WWE shows. The fact is WWE is so proud of what they have done in the past that they are hardly looking at the future. The only thing that shows me that they care about booking for the future is NXT and oh look it's the best thing WWE has by far right now. Also it really doesn't matter what Trips says about the show because in the end, Vince is the boss and he has the final say on everything. There's no point disagreeing/arguing with Vince so might as well go whatever he gives the green light.

I'm convinced they actually think they are making quality TV. And as long as people keep watching, they will too.
The only time Vince has really "updated" the product was when he was getting his ass kicked by another company that took all his stars. WWF was close to bankruptcy so they had nothing to lose.
With no competition, access to pretty much any wrestler they want to use, and millions of people still watching they will continue to make this stale ass show until Vince is gone.

Remember too that quality is subjective. While we may not like something, there's plenty of people that do.

Why doesn't WWE want to improve the quality of their shows? Raw is still one of the highest rated shows on cable, and their Network/merchandise turn a considerable amount of profit.

It is the case of the really popular highschool jock returning to his reunion doing the exact same schtick he did in highschool with no understanding that things have changed.

Because change is scary. And they are so afraid of losing money, that they aren't trying to make money.

The people in charge of putting the show together think it's good. The ratings, while not what they were, are still decent, and they always move tickets. They judge whether they're doing a good job or not on if the company is turning a profit, and while it still is, they won't see the need to change anything. It's not a Russo's WCW (or TNA) situation where the company is hemorrhaging money and viewers and they're still convinced they're doing a great job; by the low standards WWE set for themselves (making a steady profit), they're delivering.

When you have no competition at all, you can literally do what you want.

No competition ratings stagnant, etc.

There's no WCW around to kick their arse and force them to change their stagnant product.

I don't think there's a show they can put on that would prevent the usual suspects here from whining. The specific complaint you bring up, not enough separation in the pecking order could be changed by promoting half the guys and demoting the other half, but there would so much whining here about the half that got demoted.

WWE started to go down hill the minute Vince purchased WCW. no competition means no trying anymore in Vince's mind

If hearing a psuedo-JR Ewing scream "I LUVVIT!" 75 times in a 20 minute timeframe hasn't resulted in a dramatic ratings shift by now, it never will.
(Easy answer: That would cost money. Cheap bastards.)

They could always bring back the roster split so that Smackdown would actually matter again & everyone would have something to do. Their roster is too big at this point in time for there not to be some guys getting lost in the mix. Then you have all the NXT wrestlers on top of that who keep getting called up & just makes the roster even more congested. I think since there's no more competition, they really need to bring back the roster split.

Because WCW imploding left Vince with the wrongheaded idea that he won because of the superior quality of his ideas and in his old age, he's become convinced that the fans are wrong for not embracing his forced pushes.

They're the McDonald's of wrestling at this point.
They don't have to be good, just consistent. Sure A LOT of people find Mickey D's good because its always around and you know EXACTLY what you're getting with it. You can take your kids there and they'll get a prize with their meal and they've got the slickest advertising team around.
But they're FAAAAAAAAAAARRRRRRRRRR from the best food, even in the "fast food buger" category.
