Red Skull for me, well acted, fleshed out, dislikeable and close to the comic book source.
Ronan was a little one dimensional for me, Thanos is a glorified cameo currently, Alexander Pierce was secondary to the Winter Soldier, I haven't seen all of Daredevil yet so can't rate Kingpin, Aldrich Killian/Mandarin was kind of a mess, Whiplash didn't get to do much, Iron Monger was pretty cool (2nd best), Malekith was even more one dimensional than Ronan, Winter Soldier is an anti-hero, Abomination was fine, Yellowjacket was a bit too over the top & Ultron was interesting but not spectacular.
Honorable mention to Grant Ward in Agents of SHIELD, he's a good villain.

Obidah was pretty solid for a villain. I really dug his descent into villian-dom throughout that movie. First just a normal evil business guy who likes to make money. Then terrorist-supporting international villain. Then full on super-villain drunk on power with a tank suit.
I'm not even that big on Loki, but in terms of the MCU my favorite bad guy was Justin Hammer, just because Rockwell was hilarious as him.

Between Alexander Pierce and Obadiah Stane for me. Redford delivered a masterful performance in Winter Soldier. And Jeff Bridges' Stane felt like an evil, corporate version of The Dude. An Anti-Dude if you will. James Spader's voice acting for Ultron was also really good even if the character itself wasn't that great.
Hopefully Josh Brolin's Thanos is excellent once he gets a chance to be a major villain instead of in the background.

Question 2: Is Marvel having barely any memorable villains better or worse than DC having villains that just become memes for all the wrong reasons (Bane voice, "I WILL FIND YOOOOOOOU!," "WROOOOOOOONG!", ICP Joker) Granted there's the DK Joker, but yeah, he's a meme too.

This is making me realize just how flat and uninteresting Marvel villains have been. Kingpin was good but he had a whole show to develop. Question 2: Is Marvel having barely any memorable villains better or worse than DC having villains that just become memes for all the wrong reasons (Bane voice, "I WILL FIND YOOOOOOOU!," "WROOOOOOOONG!", ICP Joker) Granted there's the DK Joker, but yeah, he's a meme too. If we're comparing just the MCU villains to the entirety of DC's movie catalog, the latter wins pretty easily in terms of quality. Gene Hackman as Lex Luthor, Terrance Stamp as Zod, Jack Nicholson and Heath Ledger as the Joker, and Michelle Pfeiffer as Catwoman were all good to great. Even Tom Hardy's Bane was alright, though I wasn't a big fan of the storyline he was part of.

Outside of Loki and Kingpin none of the legit villains have really been any good. On the other hand despite being a protagonist Captain America never fails to be the world's biggest cock.
