The more interesting booking would be Sheamus losing the final round tourney and being unable to cash in, then menacing the champ for a bit.

From a kayfabe perspective, Sheamus is only owed a WWE Title match. He's not the #1 contender.
So if there's not a current WWE Champion, then Sheamus can't use his contract.

What's the difference between holding the MITB case and being #1 contender though? Both scenarios have guys who have earned a right to challenge for the title. The only thing that separates them is one holds the right at his own discretion over the course of a year.

There's very little difference when it comes down to it, but let's say HHH comes out on Monday and announces a match for the vacant title between, say, Reigns and Ambrose. Sheamus would have no right to feel aggrieved or passed over because he's not in the title picture based on merit. Now, he can easily cash right after - or even during - that match, but he hasn't earned the right to be in the title picture outside of his MitB contract. But yeah, we're talking about a worked sport with no real criteria to anything that can change on a whim. I just think you can explain away why Sheamus won't get a title shot if you want to.

I suspect we'll see some variation of this happen on Monday.
HHH announces that Rollins will formally vacate the title later in the show.
Sheamus will interrupt Rollins' speech by attempting to cash in in MitB contract.
HHH will pedigree Sheamus.

If there is a tournament at Survivor Series, shouldn't Sheamus just cash in against the winner who already would have fought 3 matches in the same night? Everyone seems to think that Reigns will play the part of Rock at SS with Ambrose as his Mankind. That doesn't fly with me. Ambrose isn't the Authority's chosen one leading into SS like Mankind was. Sheamus seems like a guy HHH would call in to make sure the title remained in Authority hands. I expect Reigns to defeat Ambrose in the Finals in a clean match. Sheamus cashes in but it was all a ploy to get the MitB briefcase out of the picture and HHH screws him over with Reigns joining the Authority. He tries to get Ambrose to join but he's disgusted with him. Sheamus reverts to his face ways as the fight loving Irishman that Reigns ducks at all costs.

But, in fairness, if WWE had any kind of real concern for their "independent contractors" they wouldn't make them do half the **** they do. It's basically "Dance, monkey, dance" until you can't go anymore. Then get back on your feet sooner than humanly possible. If I'm wrong (I know, right?) I suppose it's not even necessary for Rollins to be there. HHH could handle the speech announcing the title tournament. Sheamus could walk out, demand the title, get pedigreed into next week, and HHH's music could play with Cole announcing that we will, indeed, have a new champion crowned at Survivor Series.

It's a cash in for a "match" though right? I'm not sure it would technically work. Also we know Vacant lays down for nobodayyyy. hey just because the guy has it in his contract that all his title defenses be triple threat matches at the very least doesn't mean that he's not willing to drop the belt. besides none of his title runs have been very memorable anyway- he's just a belt mark.

It's the most obvious setup ever, so yeah it's going to happen. It's too bad, because I *love* the idea of Sheamus just handing the briefcase and given the title. It's one of the few things with the MITB case that hasn't been done yet.
