ambrose or reigns are the logical picks. owens is too much his own guy to join up with the authority and too few people care about sheamus for him to work. so either they talk the crazy guy into turning on his best friend for "hogging the spotlight" or they pull a "half these people hate you no matter what roman. if you don't have their support why not have ours?" with reigns though that could lead to more HHH/steph long promos to start the show because I don't think roman would survive the 15 minute opening promos for very long.

It should definitely be Owens after all their pushing how he's a prize fighter. What better motivation for a man who's all about money to support his family than being the Authority's new pet project?

Okay, so I don't know if it's been suggested yet, but I had an idea just now that would make sense for the story AND be a surprise.
Roman and Dean fight in the semi finals instead of the finals. One of them maybe goes a little far to get the win (a lowblow or something else small but heelish), but otherwise it's a dead even match. Whoever moves on to the finals faces someone poised to be a big face. Maybe a returning Daniel Bryan.
Bryan (or whoever) has Roman/Dean dead to rights, outclassed at every turn. Roman/Dean are tough and keep coming back, but they can't put Bryan down. Then you get your Authority interference and call back to Deadly Game, Roman/Dean go for the pin, but Bryan kicks out. Music hits and it's whoever lost out of Roman v. Dean. Crowd goes nuts thinking Bryan has back up cuz Shield 1 is upset Shield 2 joined The Authority. Nope, here's your swerve. Shield unite, assist power bomb on Bryan through a table, Shield 2 wins title and both Roman and Dean join the Authority. They're brothers, they have history working for the Authority, and they'll do whatever's necessary to get what's theirs. They go on to become (to continue Triple H's habit of repurposing the past) a Two Man Power Trip and murder everyone until Mania. Have em take out Lesnar at the Rumble. Not clean, but the two of them together are able to overcome the Beast.
Seth can either come back as a huge face vs. Shield 2.0 or can come back to the Authority as a replaced former golden boy who Roman and Dean now look down on cuz they're on top. Eventually he can build to turning against them.

Owens "The Prize Fighter" wins....Raws go by where they keep building the Prize Fighter angle while Owens does his usual "walk out/chicken shit heel" schtick....at some point early in the road to Mania, after all this talk of Prize Fighter and all that... "Ladies and gentlemen...." Then you get the supposed a Prize Fighter versus a REAL Prize Fighter and I'll give WWE all the money. It's so simple....which is why they won't do it and they'll build the title match to be Roman's official "Moment" instead.

Owens would actually be a good fit in the Mankind role I the guy who they wan you to think is joining the Authority to become their champ only to get screwed over.
I could see HHH making compliments to Owens about him being handpicked and a guy who gets it. I could see Owens playing along but being non committal and brash insisting that they follow his lead because he isn't a joke like Rollins. With the Ambrose/Owens issues currently ongoing Owens fighting Reigns in the finals after beating Ambrose in the semi finals could work.
They do the double turn. Reigns becomes corporate champ and turns heel. Owens goes on a rampage as a face. Reigns tries to convince Ambrose to stand by his side. Ambrose hates Owens but hates what Reigns did. Ultimately Ambrose chooses to stand against the Authority and Reigns and that's your Wrestlemania main event

It almost has to be Reigns. Ambrose makes zero sense given his loose cannon fringe gimmick. Why would The Authority want him? Reigns is the perfect fit here and it even fits ideally into any storyline. Reigns, after all of his travails this year and failures to win the title, finally gives in to HHH/Steph and joins them to get the title. I think this is the storyline WCW was trying to do with Luger at GAB 1991, but with Flair leaving it was the worst possible time to do it. In this case the vacated title makes it ideal however, since The Authority will be desperate for a new guy and Reigns will be desperate for the title.

Ambrose turns and explains that he finally gets it, he understands why Rollins did what he did, power and money. For the first little while he tries to act all Authority-like but cracks start to show and he just gets crazier and crazier until he just completely snaps and takes out everyone. Huge babyface pop.
