Kinda off topic but Johnny FairPlay told a story that Dixie Carter paid him a hundred grand just for an appearance. That woman is the reason tna is dying... Its kind of revisionism to act like he didn't draw interest though. I'm not saying he was worth that much but he was worth having around. And he bumped and did more than the likes of pacman Jones. No he didn't drew money that's the thing. He's a good guy and he basically admitted that he was overpaid.

He didn't draw huge money, but I actually know several people who were tna viewers for literally seeing him get his ass kicked. He drew interest and a little mainstream news. They mentioned tna on E and vh1 solely because of fairplay. Overpaid yes agreed. But he was far from being a waste or a negative on screen. Imagine how much they paid pacman in comparison or the country singers etc. Fairplay was the best celeb that ever worked for tna.

A big reason I don't watch much/support WWE is because I have some major ethical qualms with the way Vince McMahon does business. I used to cut TNA a bit more slack given that they're a smaller company than WWE, but given some of the awful stuff TNA's done with some of its talent over the years, I'd say "remove Dixie Carter" would be a good step to getting me to watch steadily again.
There's also the whole "I don't get their current channel" thing, but putting that aside for a moment: I remember keeping up with TNA and thinking they were putting on a decent show for a little while during the end of their Spike run and the start of their DA run. It wasn't jaw dropping, but all in all pretty solid. At this stage, though, given all the talent that's missing, I'd rather see them commit to a major overhaul and rebuild effort - change the sets, change the presentation, become a showcase show for more obscure but promising talent, and use that as a mechanism for rebuilding the company and its talent base.

They should reach out to Hulk Hogan.
A big name like his would do wonders for TNA. And having Hulkamania run wild on Impact, going up against their "top" stars would be a real shot in the arm. Maybe even switch things up and go to Monday nights and give RAW a run for their money.

Bring back Scott D'Amour to work with Mike Tenay and Matt Conway in creative. I feel like these three men have been around and responsible for some pretty great booking at one time or another with TNA. D'Amour is your modern thinker, Tenay is your historian and Conway is your new blood. I'd also bring in Raven and Jim Cornette to work as agents replacing Al Snow.
Bring back the World X Cup, Super X Cup and have the Bound For Glory series. Run them intermitantly throughout the year to give instant storylines and matches and gives talent things to do.
Not something I'd bring back but Advertising, Advertising, Advertising. The money left over from getting rid of Angle should all go on promotion and advertising.
The open door policy and No Limits on the X Division. This can allow talent to rotate in and out, guys to get over and move into full time roles seamlessly and allows TNA to test new talent on a short term basis to potentially find the next big stars
Bring back successful and over "TNA Wrestlers" that fans would pop for returning such as Alex Shelley, Christopher Daniels, Hamada, Alissa Flash and Doug Williams and put them in meaninful well booked angles
Move PPVs online, combine them with TNA's Youtube plus and sell them for 9.99 a month online for the PPV and access to Youtube Plus, still sell PPV on TV too but at regular price. Hype PPVs more, make them meaningful and embrace their gimmicks to the full ie. King of the Mountain at Slammiversary.
Remove Dixie as everything other than owner and that woman who loves her fans and sits in the crowd and is nice, I miss when everyone thought Dixie was this nice southern lady who believed in her company.

Well, for starters, no Dixie Carter anymore.
Secondly, them avoiding bringing in bloated, expensive talent that just wants to put themselves over. That means no Hulk Hogan, not now, not ever. You need people that want your company to succeed, not just be there to collect a paycheck and leave a bigger mess.
Third, bring in people with this mindset where you can rotate your base of talent, so that you don't know who you're gonna be seeing. That may sound like a bad thing, but when you realize how thin this roster is and the fact that the focus almost always seems to be on the same guys, I'd focus my efforts on providing fresh faces.
Fourth, stop making the focus of the Knockouts about how sexy they are. They can be much more than that. NXT has shown that the women can look very appealing, but the focus is on character and ability in the ring, not how many times they shake their asses during a match and how many times they wrestle in their underwear. My main issue with TV-14 booking is the fact that you must cater to the horny fanboys who refuse to admit it's not 1999 anymore.
Finally... advertise, dammit! But not just what you have, but what you have but don't mention. Don't shill the Dixie Carter action figure; shill the YouTube service. Don't shill Josh Matthews's podcast, shill your big events.

Bring back that brief window in which they were about to properly drop the 'TNA' branding and go all-out with the 'Impact Wrestling' re-do. Pro-wrestling has it hard enough in the mainstream glare without adding a 9 year old's notion of clever wordplay to proceedings.

Anything TNA could do to bring me back would end with them no longer resembling TNA, so I might as well cut out the middle and just watch something else now... like I do.
That being said I do think they'd do better sort of going the GFW route and booking 4 distinct divisions with 4-6 permanent talent/teams in each. Slow building feuds between full-time talent by using local/cheap talent as enhancements at tapings while only having main names wrestle each other on quarterly special events. Similar to the old days of jobber television (only with far more competitive, better worked matches).
I'd build the World division around Roode, Galloway, EC3 & Lashley... The X division around Aries, King, Perkins & Uno... The Tag division around Wolves & Trevorett (or Lee/Myers)... The Knockouts division around Kim & Kong...
Get those names locked down, make sure they're paid decently/on time and work around them.
