If (well, considering his 2015, it's more of a "when" these days) they sign Jay Lethal, they should pitch this to him. Flair is the most obvious for the "Vader" role, but it doesn't have to be him. Just pick a legend that isn't Randy Savage and go from there.
For the record, I'm not saying that the WWE should make Lethal a Flair clone ala AJ Styles in 2010 TNA. Kylo Ren isn't trying to be a carbon copy of his grandfather. He simply uses Vader as motivation to up his "evil" game. Lethal would do the same thing with Flair or whoever.

If there's enough time You could even get away with the imagery if you feature the urn similar to Vader's mask. This is the way to go if you're going to do this gimmick.

Another aspect of Kylo Ren they should use is how he didn't wear the mask all the time. And there's a difference in their personality and level of confidence when the mask is on versus when the mask is off.
