I think they should stop trying to be a strong #2 in terms of production and stuff and really lean into being the underdog promotion.
Strip down production to make it feel like you're at an old school wrestling show. Or a decent sized indie.
Lose the backstage soap opera stuff. Lose the ridiculous storylines that never work. Spend all your energy booking the main event and let the undercard be a place for wrestlers to craft their own stories in-ring. Cut any promos before/after a match during the show. Keep the action/focus in the ring. Let wrestlers with natural charisma come up with bits and routines in the ring. Give the whole thing a feel like you're watching something that's not produced for television to the nth degree.
These are all basic cost-cutting measures that will also freshen up the show in general.
Roster-wise, they need to take guys on the indie scene who aren't superstars and NXT-bound eventually like ZSJr and give them a platform to do cool stuff (not pre-written BS, but their own gimmicks that they've already worked up).
A big thing TNA can do is just not micromanage or think they "know better" than guys who have made a living being entertaining on the indie scene. Just give them a platform to do their thing.
