Yes he should have been champ.
Why wasn't he? WWE is a babyface led promotion. Heels didn't sell t-shirts in 1989. Curt Henning could have and should have gotten a run during the Bret Hart yrs but Curt was not reliable bc of his injuries. Sucks but it's true. He had one window of opportunity but missed out bc he was banged up.

It was a babyface based promotion and when he did headline split tours as IC champ he and the babyface he worked with didn't draw.

I wouldn't have made him Champion, but I think he should have won the 1990 Royal Rumble by eliminating Hulk Hogan (with the help of the Genius)

Loved him, but was a different era; not everyone got a turn.

It also didn't help that Perfect was there during Hogan run. I'm sure by that point Hogan had Vince ear and if Hogan didn't think you should be champ, you weren't going to be champ.

I'd vote Rick Rude or Million Dollar Man over Mr. Perfect.
Problem was, they only put the strap on monster guys who could realistically beat Hogan (outside of Savage). Hogan lost the belt to Andre, Ultimate Warrior, Undertaker and Yokozuna.

Hate to be that guy, but shouldn't this be in the (w)rest of wrestling section?
(OK, I don't really hate being that guy).

He was ahead of his time.
Both him and Rude would have made amazing heel champs in the late 90's.

I don't know about World. But in 2002, he should'be been IC champion. Restore some class damaged by the likes of Chyna, Gunn, Dogg, Val, Albert, Storm, Christian, etc....
Let's be honest, NONE of them were high enough up the card to warrent that title.

I think the one year it could have happened was '94, but by then his WWE career was winding down.
Him beating Bret instead of Backlund would have been cool.

I think he could have eaisly been the one to take the title from Flair in 92 instead of Bret, then have him vs Bret at Rumble 93 then the same WM IX ME of Bret vs Yoko.

He didn't need the world title. His job was to be champion of the mid-card, which was superb back then.

Mr. Perfect shouldn't have won the World Heavyweight Championship, not everyone who gets over needs to be champion. The problem is the WWE have trained the fanbase to believe that anything less than a world champion is failure, starting with creating 'the Jannetty' then using it to bury WCW for not pushing guys the WWE only put the world title on after WCW shut up shop and they'd failed to capitalise on former WCW world champions. You can't swing a cat in the WWE lockerroom without hitting a former world champion who's now a midcarder, which is insane, getting the bent damages them, damaged the world heavyweight championship and damages any midcard solo belt they hold because they seem to be on the downswing.
Mr. Perfect is remembered as an all time great IC champion, that should be enough.

A shame we never got a Perfect/Savage feud. That would have been all kinds of fun.

The time for Perfect as world champ would have been in '99/2000 WCW.

Most heels did not get a chance with the title in the 80's
From Hogan's first reign on there were two heel champions in the 80's.
- Andre held it for less than 5 minutes
- Savage, but a majority of his run was as face.
In the entirety of Hogan's run in the 80's, not one heel won and defended the WWE title. (not counting Savage's win, because he was a face at the time)

Mr. Perfect had a shot at it. He had a run with Hogan where he even beat Hogan via DQ in the big show at the Madison Square Garden (which was still a really big deal back at that time). He could have had a run where he took the belt from Hogan and then forced Hogan to earn his rematch back while defending it against the midcard himself. That way they still could have split the tour three ways: A tour was Perfect and WWF title match headline, B tour was Hogan headline, C tour was IC title and Tag titles co-headline. That *might* have been feasible, but I understand why they did not derail the Hogan moneytrain any earlier than they felt than they had to.

Besides, Perfect never liked the World Title anyway. See?
