I don't know about World. But in 2002, he should'be been IC champion. Restore some class damaged by the likes of Chyna, Gunn, Dogg, Val, Albert, Storm, Christian, etc.... Let's be honest, NONE of them were high enough up the card to warrent that title. Ehhh....I can buy Gunn(who SHOULD had won it instead of that swerve with Road Dogg), Christian and Lance Storm.

I was specifically talking about 2000 Gunn who dropped it in a month to Benoit. 1999 Gunn might be a different story. Christian wasn't ready for it in 2001, but was in 2003. Lance Storm was nowhere near it in 2001 and was damaged goods. Mike Awesome would've been a better choice beating Albert. And give Storm the Hardcore title instead during the initial invasion.

He would have been a great World Champion. Him and Rude were great in their Heel roles. You loved to see them get beat up by the Faces. It was a different time though. Today he would have gotten a role or if he hadn't been injured like he was, he might have gotten the title.

I think he was fine where he was, IMO. A great contender to feud with any top face at the time.

He existed in a time where the Intercontinental Title actually mattered and was treated like a big deal. He never needed the WWF Title.

Mr. Perfect shouldn't have won the World Heavyweight Championship, not everyone who gets over needs to be champion. The problem is the WWE have trained the fanbase to believe that anything less than a world champion is failure, starting with creating 'the Jannetty' then using it to bury WCW for not pushing guys the WWE only put the world title on after WCW shut up shop and they'd failed to capitalise on former WCW world champions. You can't swing a cat in the WWE lockerroom without hitting a former world champion who's now a midcarder, which is insane, getting the bent damages them, damaged the world heavyweight championship and damages any midcard solo belt they hold because they seem to be on the downswing. Mr. Perfect is remembered as an all time great IC champion, that should be enough. The internet was doing the Midcard hell stuff well before the WWE took the Main Event is all that matter mentality.

He had two excellent periods to become champ (heel in mid-1990, face in mid-1993), but there were too many obstacles as noted by others (fragile egos, faceheavy booking philosophy, back problems in 1993...)

Had he been sober, or at least better in control of his demons, during his last run I could see him getting one of the two titles, especially with his relationship with Brock.

Aside from being a heel, the mentality in that time was still that little guys couldn't be on top. The major heels who did sniff the title or made to look like threats were monsters like Andre and Earthquake, or people who can capitalize on politics or xenophobia like Slaughter.

You say that, but he was booked at the time to be a legitimate threat to Ultimate Warrior of all people. Randy Savage had just been champ and I think he might have been smaller than Perfect.
