Honestly, him in a vest, backwards cap & 3/4 length shorts would be a good look for him. Anyway, he just didn't have the height or presence to play the monster heel like they wanted initially. You have him feud with Baron Corbin, a dude who's hella tall & legit looks like a beast, when he's a short, chunky dude. And that's the problem, he's not big enough to look intimidating, he looks like some schmuck who happened to be handing backstage, so they hired him. He just needs better attire IMO. The extremely low-cut singlet ain't great.

What happens when they basically pick up the one guy who was chunkier, wrecking-ier and...ornery-ier? No way Monster Heel Bull is going to be a thing as long as Kevin Owens is within shouting distance on the WWE roster. ...and now it's even worse that you got Joe who is the chunkiest, wrecking-est and ornery-est person this side of Jabba the Hutt in the Epyon Gundam. Or as a wise man once said: "Samoa Joe is a ****ing goon."

Funny thing is you can be this monster heel on NXT. The moment he goes up and stands next to a guy like Sheamus and you realise he looks like a joke.

During the Bull Fit vignettes my kids got ultra sucked into him coming out looking fit and being awesome and when he made his re-debut my oldest exclaims "that's it? he didn't do very good training then" just based on his physique not being in line with his "get fit" gimmick. They were ready to cheer the dude like he was Hogan in the 80s but quickly quit caring. I personally dig the guy but my kids stopped paying attention to him after bigtime initial hype. I'd have gone more ridiculous with it if anything. Have him walking to the ring bench pressing an empty weight with "1000lbs" written on it, still getting winded, doing "twin magic" with an actually fit guy who looks a little like him for almost the whole match, then swapping back at the end like he'd done the whole match.

Hell Ultimate jobber CJ Parker looked bigger than Bull in a backstage segment and they didnt treat CJ like a "big man" at all. And you mention Owens and Joe. Bull is billed as 300 299 3/4 lbs yet we can clearly see that Owens and Joe are fatter and angrier and they don't get billed nearly as much. Owens is just presented as a bully who will fight dirty and wreck your shit if the opportunity presents itself, but they were trying to sell Bull like he was actually a juggernaut of sorts.
