There is a clear difference in the way women's matches are in NXT to WWE. The exact wrestlers who tear down an arena in NXT are having completely different matches (style wise) in the WWE.
Like the matches between two of the same women in NXT do not look even close to what they do in the WWE. It is day and night.

Remember, those NXT matches also had storylines built in. Good storylines.
It's hard to have great matches without those. Never mind a long match. Even the guys have objectively good matches, but mean nothing/don't catch on due to a lack of story, heat, etc.
The problem is the same as it's always been, WWE's booking doesn't give a crap about the divas. They haven't given a crap for so long that when they suddenly do, they don't know how to build the division into something worthwhile. And we see examples of this every few years. From the Revolution, to Beth/Nattie, to Laycool, to Mickie James post-Trish, etc. etc. etc.
