Considering he went absolutely nowhere in WWE, yes, he obviously could have gone further than he did. Not saying they should have done anything with him. I'm just saying doing something with him would have been more than the nothing they did with him.

Beat Eugene on Heat, was backstage the night the limo blew up and somehow got a WWE Championship match against John Cena at a house show.

Waterman wasn't horrible imo, he just wasn't great and was outshone by his stellar contemporaries. The guy broke in with Lesnar/Orton/Cena/Batista.
He went quickly from teaming with Orton & Lesnar to losing to Spyke & Justin Credible. The 6th-man (Rico) found his niche, Waterman was never meant to be a Rico. I believe if the curve wasn't wrecked by Cena & co Waterman could've had a Lashley-style run at least (and would have been given the opportunity to improve). As it was WWE didn't need him. They had already over-harvested their OVW crop.

I saw him doing dark matches a lot at one point.
Pretty sure I saw him and Lesnar in a match together before Lesnar debuted.

I saw him doing dark matches a lot at one point. Pretty sure I saw him and Lesnar in a match together before Lesnar debuted. He teamed with Lesnar in a match against Randy Orton and Rico. I remember watching that match on YouTube a long time ago.

I saw him and Lesnar team against Rico and someone else as a dark match before a RAW. I was excited for him because he had the "Vince Look" and wasn't awful in the ring. Unfortunately, he was paired with Brock who was an absolute freak. He ended the match with a Shooting Star Press on Rico and had the crowd in awe. By the end of the night, people were still talking about Lesnar, not H2O.

Him and Scott Vick were mainstays in WWF dark matches. Again, it really was this. Had he came along a few years before he would have made a much bigger splash. He was just in his mid 30s teaming with early 20s Lesnar and Orton.

I saw him tag with Orton against two main roster guys in a dark match in 2001. Didn't really stand out to me, though I remember you could tell Orton had something.

I saw Ron H20 Waterman and Brock Lesnar in a very very early 2002 house show before Brock debuted and H20 seemed like the more likely one to break out.
