For all of us thinking when the time comes and Cena gets his 16th, the question is, who deserves the honor of being the one dropping the title to Cena. You know the match will be played back over and over again, so who rightfully has earned the privilege to drop the title to Cena? Here are some candidates.
Triple H: C'mon, you know he wants to be a part of history anyways. If he really adores Flair, he will make history with Cena.
Brock Lesnar: Cena still wants his win back from Summerslam 2014. I can see this being Brock's last match and Cena finally conquers him.
Undertaker: Career vs. Title. Cena retires or Cena wins the title and retires Undertaker.
Seth Rollins: Given his run, I definitely saw Rollins as an equal and worthy opponent of Cena.
Roman Reigns: John Cena vs. Roman Reigns at Wrestlemania 33 makes sense. It's a battle of the titans for Cena's #16.
Kevin Owens: Build him up enough as a monster and I can see Cena being the one beating him for #16.
Dean Ambrose: They never really had a feud yet. Make Ambrose the heel, Cena chases, chases, and chases.
Anyone else?

Storyline purposes Triple H vs Cena would be cool.

Storyline purposes Triple H vs Cena would be cool. Triple H holding the title hostage and constantly telling Cena, "he's no Flair, he can't lace his boots", etc.... would make good TV. Even Flair interferes on behalf of HHH to not allow #16 to happen. The numbers should swell in terms of people who interfere to prevent #16 such as: Batista Shawn Michaels Randy Orton Ricky Steamboat Arn Anderson Mongo McMichael Dean Malenko Sting Ric Flair Vader Harley Race The Rock Kevin Owens If any of those two just randomly showed up in a match and interfered in a HHH vs. Cena title match for #16, I'd mark.

He should only win the title again as a heel, imo. In that case, he should win it from Daniel Bryan or Dean Ambrose, to be very sure he he's maximum heat.

I did indeed mis-read that. I guess I was just expecting Bryan to end his career as a clean cut heel vs. Cena.

Don't forget Lil Naitch. Just do the classic ref bump/replacement, Cena hits a huge AA, and Robinson goes 1-2-and can't bring himself to say three. He just looks over to Ric and Charlotte at ringside (because, of course they'd be at ringside) and says "I can't do it."

Ric Flair has to sit at ringside when Cena wins #16. He can even mutter he famous words before he pins his opponent and wins #16. "I LOVE YOU, I'M SORRY" AA. 1-2-3. Even Jon Stewart can't stop that.

Honestly, Sting should be rooting for Cena. Just to screw Flair.

A big named heel or Roman Reigns. No other works.
Make it be Triple H with his goon squad because he's in love with Flair for all I care.

No one... is that an option? You're right, they should award him the title for being such a fine gentleman.

Maybe Cena will be a dick about #16. How? Wins Money in the Bank, promises to have a straight up match all year long when it's time to cash in.
When he cashes in, he cashes in on Zayn!!!! After a brutal title defense against Owens.
That's gotta turn him heel, to turn on one of the most clean cut babyfaces on the roster.
#16 doesn't have to be won as him already a heel, it can lead to him becoming a heel, like CM Punk's cash in, in 2009.

I just hope that when he wins it, Ric Flair vanishes, leaving behind his clothes sort of like Obi-Wan in Episode IV.
