Since WCW was garbage in 2000 after Russo won it, go back in time and look at the roster and give some long term veterans the title. Who would you give it to, just to say they were "World Champion".
1. Curt Hennig. 2. Bryan Adams 3. Buff Bagwell 4. Konnan 5. Bam Bam Bigelow 6. Chris Candido 7. Dustin Rhodes 8. Norman Smiley 9. Chris Kanyon 10. Hacksaw Jim Duggan
I give all 10 a chance to sink or swim with the title. And be honest, all 10 choices are better than Vince Russo and David Arquette.

Depends, will they keep the damn thing longer than an hour, a day or a week? I don't want to give anybody a title just to say they held a title.
That said, based on gimmicks of the time...Dustin Rhodes might be the only one of the ten.

His name is Finlay and he loved to fight. WWE used him perfectly until hornswoggle showed up. WCW could've done the same.

I watched WCW at that time, you could tell 90% of those guys won it and I would believe you as the screwiness under Russo made it that hard to keep track.

I'd like to say Hennig. However, if he won it then instead of posters saying, "He was one of the greatest to never hold a world title," they'd say, "Too bad he only won the WCW title for an hour in 2000." {Spoiler}I'm aware Hennig was AWA champ, but since the OP didn't acknowledge it this is going with the line of thinking that title doesn't count as a world title.

He's not a veteran by any stretch, but I would have absolutely given the belt to Lance Storm.

Lance Storm would've been the perfect choice, but giving the title on a face Buff Bagwell would've also been big.
He was bogged down in 2000 over heel/face turns, but the crowds wanted to cheer for him you could see in his late 99' and 00' face run.

Yeah, if we're talking "give it to anyone on the roster", then yeah, Lance Storm would have been the guy. He was getting nuclear heat in a company devoid of anyone else doing it. Granted, he was doing it through the tired "I'm not from here!" schtick, but at least he was getting SOMETHING.

I'm glad I'm not the only who saw the re-treds or JARRETT JARRETT JARRETT being sick and tired of.
Giving it to anyone new would've been nice.

Finlay destroyed his knee putting it through a table in a hardcore match in Jackson, MS, around July 1999. He rushed a guy leaning against it in the corner and, IIRC, they had to stop the match because he bled so bad. (I lived in the area and had no clue they had a show then.) Which is what made Finlay's WWE debut so shocking to me and many others. Could have sworn he said the damage was so great, he was retiring for good. So, that's probably why he wasn't listed, he was "on IR" (injured reserve) as the football players say.
