I mean he fired the Rockers at first and brought them back, and it's easy to say that as their breakup angle started and Shawn became The Heartbreak Kid that his star was on the rise, but he could have messed up at any point and lost it until he became virtually bulletproof because he was the chosen one.
When do you think this happened exactly? Is it safe to say that Vince was probably as enamored with Shawn as it seemed.
Maybe it was an event where Shawn did something and Vince thought "this guy has the brass to take what he wants and he's breaking that glass ceiling in my eyes"
Maybe it was when Vince realized Shawn was really going to do whatever he wanted to do and he finally accepted it

Answering the question for real I think he started to get behind him after Wrestlemania 11. Shawn lost in the main event but I think that next night he started getting built for the big win at Wrestlemania 12 and Vince finally got behind him all the way.

I think he saw him (and Bret) as a serious prospect pretty early. The Rockers were usually booked well, he was given an incredible and memorable heel turn, and was booked very well after the split. They gave him a great character, Sherri as a valet (a sign of a star), and he was praised to the moon by Bobby Heenan as early as WM8. He was booked strongly at WM9 too where he killed Mr Perfect, and at WM10 of course.

I have to wonder if some of Vince going with him was because he made for a great antithesis to Bret, who was also something of a longterm project by then.
It wasn't just Vince, either. Marty and Shawn had begun to have a real-life falling out by the time the team broke up, with people such as Piper getting in Shawn's ear that Marty was holding him back, and at that point, it's hard to argue he wasn't. The guy was turning into a major screw up.

Lots of thinly veiled innuendo here...and yes some of it may be true. But the biggest reason was that Shawn was young and the most dynamic, exciting in ring performers they had. He was a jerk, but he put on amazing matches. You tend to keep enigmatic malcontents around if they show enough flashes.
