Idk man, we dont know what goes on in the writers too. And every former writer who has gone on record says similar stuff. Even reporting rejected ideas. Ot stands to reason that it is very well true. You're probably right, it's mostly frustration with how much a certain hack writer of great infamy cited this as the reason he couldn't succeed in WCW. In slight defense of Russo, Bischoff has said the same thing. Turner Standards & Practices apparently cracked down HARD in 1999, and you can see that in early 1999 before Russo ever got there. WCW went from PG-13 to a soft PG overnight, which made them look even more ridiculous in comparison to the WWF, which was at its raunchiest at the time.

"Censors suck, blah blah blah..." Oh, get out of town with that excuse, if you're so gifted you can write compelling stuff without saying curse words every other sentence. There's more to network censoring than swearing. Like the Muhammad Hassan plans, for instance. I wouldn't be shocked if there were writers at time pushing very topical TV, and them being told to scrap it. This. Based on my very limited but I imagine similar experiences, the sheer amount of restrictions on what you can put in, and requirements on what you have to get in, can be neverending and often contradictory. Factor in Vince being Vince and I imagine many WWE writers are basically herding cats with a shotgun.

I'm not sure that's entirely true, 1999 had more blood and stupidity than the years previous with more weapon shots, first blood matches and the hardcore invitational. Turner S&P make another convenient scapegoat for Bischoff and Russo, something else they can point at and go 'Well, that would have worked were it not for meddling from the man!' No it wouldn't, all S&P did was stop Russo whittling the WCW audience down to a 1.2 with unfiltered idiocy.
