No secret I think its a gimmick that needs to go on the shelf for a while. But I believe there are evil boss characters that predate Bischoff joining the NWO and Vince becoming Mr McMahon, though I'm a bit hard pressed to think of examples. The main one that comes to mind for me is JJ Dillon during the original Four Horseman era, though maybe he was more of a manager than a boss type of character. Anyone got any others?

Cowboy Bill Watts... what do you mean he wasn't just playing a character?

I don't think JJ was ever said to have worked for JCP or the NWA (kayfabe version, of course). Not until the Monday Night Wars, when he was working as a face commissioner.
Now, a few of these took place in Dallas, actually. First, there's the whole angle of Tojo Yamamoto and Skandor Akbar buying World Class, which led to the coming of the USWA. Then, in the GWF, they flirted with it with Max Andrews being revealed as "The Boss" of the Cartel. Then later on, they went all out with a new character, Joe Castellini, who'd come out with paid models and fancy suits, and would always favor the heels. Like when he fined Butch Reed for having a fireball thrown at him by Akbar. Later he'd be overthrown, then return as a face as he had lost his money and house when he was fired, and was doing odd jobs to turn his life around.

From what I remember Sonny Onoo was sorta meant to be an evil NJPW official in WCW

Randy Hales was awful, but fit the role well. Everybody over the age of 6 knew they could kick his ass.

As Meltzer once said "When I was young the promoters were excited to bring in these huge superstars to their territory, now the Authority wants to bury the roster as geeks"

Are we forgetting the horrors perpetrated by Jack "On The Take" Tunney? ..."And now we go the offices of WWF President Jack Tunney" "AS WWF President I have sobered up just enough to remember my lines, but not enough to say them with any convection or so I sound human."

I remember a TON of heel refs from my youth, but that was as high up as the corruption could go.
