Eric Embry. Always thought he would have been a great mid-card guy in the late 80's. due to his size he would have never been pushed anywhere near the main event but I could see him having a great run with the Heenan Family. Surprised WWF didn't give him a shot around 88-89 to feud with Brutus or Hacksaw. Short and fat. Didn't stop Bastion Booger. Or Buddy Rose coming back through every few years.

Brad Armstrong finally got a shot on commentary and wrestled on a few house shows in 2006 when he was already into his 40s, but it's odd how WWE never seemed to have any interest in him but really pushed his brother for the better part of 6 years. Obviously Brian had the charisma, but Brad was a very solid hand.

Gary Hart came very close to working WWE shows on more than one occasion. Hart says Bruno stopped him from working there in the 1970s. Vincent K. McMahon was going to bring him in in the mid 1980s at one point but that feel apart. Hart claims that Strongbow tried to sabotage him and Hart ended up not working there. He goes into more detail in his book.

Obviously Brian had the charisma, but Brad was a very solid hand. I always knew how good of a wrestler he was, but frankly I never found him interesting at all-not his fault really, but I generally won't sit through one of his matches

The Wall (Vince's hard-on for hosses) Wasn't The Wall part of the WCW 24, and in addition to that he was close to signing in 2002-ish after he became Malice. If he lived, he probably would have had a stint in WWE.

Hart was suppose to come in to manage Doink in a Circus ringleader outfit, but he turned them down IIRC This sounds ridiculous and incredible and I totally understand why he would turn that down.

Steve Corino.
With his resume, and the number of ECW revivals/tributes. Especially since there was a time that even Dusty was apparently pushing for him to get hired.

Corino did some job work for WWF prior to going to ECW - www.youtube.com/watch?v=ZOSfyhyZvSkHe was also apparently one of the contracts that WWF assumed after the WCW buyout, but he was immediately released, so that's a technicality on that one.

Wasn't she under a WWF/WWE developmental deal for a bit in the early 2000s?

By no means a main eventer, but I'm honestly surprised PN News never made it to McMahonLand. During that era, Vince was still okay with guys of his body type, his arguable lack of talent would not have been a major factor and he already proved he could get a following with children - Vince's market.
One I'm personally sad never got a run is Ray Candy, aka Kareem Muhammad. Seemed like a natural short-term Hogan opponent in the mid-80s. Dude was big, very striking in his military garb and could talk. Not a great wrestler but better than usually given credit for.

Colonel DeBeers I think could have been a good WWF heel.

I figured WWE would eventually use Stevie Ray, but not necessarily as a wrestler. I thought they would use him for an angle with Booker T. Of course he inducted Booker T. into the Hall of Fame.

I'm surprised Cheerleader Melissa never got more than a single match on Heat.

Off the top of my head Abdullah the Butcher & Christopher Daniels Both great wrestlers with unique styles/skills. Complete disagreement about Abdullah the Butcher. I know it describes many guys who worked for Vince over the years too, but.... he was never a good wrestler. He was a bleeder. Nothing more. Yeah, it gave him an "aura." The aura of a guy with a fork. Not a wrestler. Take any number of overweight death match guys from the past 10-15 years, and they have the same "skills" as Abdullah the Butcher had. In most cases, more skills because some of those guys could work other styles, besides the cutting themselves type matches. Nobody is surprised your average CZW or IWA Mid-South death match guy never had a WWE run. Daniels got a few paychecks for TV jobs and dark matches there, but he's just one of those guys who made his career in Japan/ROH/TNA. It would be nice to see him given even a 6 month run in NXT or WWE, working with the likes of Balor, Zayn, Joe, AJ, etc. Daniels is older than AJ, but his in-ring doesn't show it. There's still a small window for him to have a short run there.
