I'm trying to remember something about this/anything really.
It was Hogan and Vince in a studio and that's all I know-I guess he was on his way out, or they presumed he was anyway and this was kind of a thank you to him. I think it was before a ppv-anyone have any info on this?

This sounds like the build-up show they did before WrestleMania VIII, where they first announced that Hogan might retire after the Sid match. They aired Hogan's matches against Andre at WM3 and against the Warrior at WM6

I think both parties expected him to return eventually but unlike previous times when Hogan took time off, there was no real timeline in place for a return. Vince decided to use it to his advantage and try to get some heat for the PPV by billing it as possibly Hogan's last match.

It was the March to Wrestlemania VIII. Not only did it feature Hogan/Andre and Hogan/Warrior but both matches featured new commentary from Gorilla Monsoon and Bobby Heenan. There was also a semi-decent Roddy Piper/Shawn Michaels match on the show.

I remember it well. It was indeed part of the buildup to WM8. Basically it was just Vince and Hogan in a studio talking about Hogans career and big matches. They showed a lot of his legendary matches in full (Andre, losing to Warrior...)
At the end Vince pretty much thanked him for everything
Hogan of course was only like 38-39 at the time and had no intention of leaving the business for good. They just needed to mothball him for a while while the steroid thing happened.

Was there a history of Nitro special in WCW or best of special in like 1998 or 1999 that was basically all Hogan stuff.

I would love to see those matches again with Gorilla and Brain on commentary. Initially I wondered why they would need to re-do them at all...then I realized Ventura was doing commentary for WCW at the time so the WWF mustve been treating him like he never existed.
Would be curious to see Heenan call the Hogan/Andre match...did he acknowledge his own presence at the ring? Did they call the match as if they were there live?

I haven't watched the show in years (have it on VHS) but I vaguely remember Heenan saying something to the effect of "if Andre had listened to me..."
