In today's WWE/NXT, what heels could really be described as "evil"? Not just cheaters or cocky or vain, but actually cold blooded evil? I'm talking Jake the Snake setting the cobra on Savage's arm and then slapping Miss Elizabeth kinda evil. Big Boss Man kinda evil.
Most heels now are just jerks. The obvious stand out is Bray Wyatt. You could imagine he's probably murdered a bunch of people, but really the worst he's done is group beat downs, and even the New Day have done that. The only other one I can think of is Seth Rollins, who put Dean's head through cinder blocks and actually tried to flat out kill Edge for kicks.
Is that it, though?

The Authority would be evil heels if Triple H and Stephanie didn't have an insatiable desire to constantly put themselves over for being the real life coolest, more humanitarian couple in the world with video packages during the shows showing them doing all of this stuff outside the ring.

There are none. Because of PR WWE will not allow real heat being drawn. I thought maybe after Vince was gone and HHH took over that would change,but he seems to be plugged into the corporate machine so I don't see anything but PG heels forever.

Kevin Owens seemed to be getting some pretty good heat during his debut feud with Sami Zayn, but I think that speaks more to how likable Zayn is. But even then Kevin Owens is a guy doing it for his family. He's a dick and a bad loser but in no real way "evil."

The Wyatts would be a good example... if they didn't spend too much time telling us about how eeeeeevil they are. We should be seeing them do evil things instead. The last truly "evil" act they did was convert Bryan to their side, and even that was just DB faking it to kick Bray's ass.

But even then Kevin Owens is a guy doing it for his family. He's a dick and a bad loser but in no real way "evil." Doing it for his family is and always has been a blatant bullshit excuse he uses to justify his actions. If he was just doing it for his family he wouldn't have powerbombed Sami Zayne into oblivion without even attempting a pinfall. IF he was doing it for his family he wouldn't have demanded a rematch with Cena so he could injure him only because his son asked him if Cena was ok. He wouldn't have beaten the crap out of Neville for getting a flash pinfall on him if he was just doing it for his family and trying to make money. Owens is an asshole bully that wants to hurt people.

In any kind of story, villain motivation is really, really hard. It's even harder in wrestling, where everyone has to follow all these rules, like when, where, and how to fight. I can't really imagine any truly evil heel working in today's WWE.

The way that WWE operates anymore (and, separately, due to the direction society has taken when it comes to "unfortunate implications" and such), I'm not sure it's possible.
The only type of character you can portray as truly _EVIL_ without it looking racist or bigoted is the Rich White Corporate Executive, and they're already doing that.

Honestly I really just want there to be a character who's evil just for evil's sake. No alliances, no real motivation just causing a shitstorm because it's what they want to do. Doubt that would happen/work in WWE's current climate though.

Most heels are too keen to be "cool" instead of hated. Bray Wyatt comes the closest to a proper evil heel.
