Turn him heel. Making him another Ryback or Del Rio who is clogging up the midcard might be good for smark schadenfreude, but it won't elevate anyone else in the process.
There are so many money matches you could make with Reigns as a heel (everything from AJ Styles to Cena to the inevitable feuds with Ambrose and Rollins) that it is worth at least exploring that before you pull the plug on the experiment entirely.

Double turn with Rollins when he returns. That was allegedly the plan before injury and as far as plans by this booking team go, it doesn't suck

Not much a fan of the guy I'm using in this but...
Have Roman turn on the fans, blame them for everything and want to destroy all they like. Jump Sami from behind, beat Owens (so it is not a heel or face he hates but he fans), beat Ziggler into the indies and around the time of the next Takeover, announce he is going to target NXT. End of the show, Roman runs in and costs Finn the title. He starts beating on Finn until the rest of the locker room chases him off. A week or so later, he can be bragging about what he did when Regal shows up and announces that the Board of Directors has granted him a request and at (next PPV), you will face Finn Balor for the WWE Championship, lights go out and they flash the Demon teeth on the screen for a second. At the PPV, Demon Balor is out and Roman has zero clue what to do against him and Balor scores the upset. You can run with the Roman trying to get a match against Finn, not the Demon, can tease Bullet Club v. Shield and branch off into all kinds of gimmick matches until Roman takes it back.

Here's the problems with Reigns. I had a debate about him earlier but his reason is not the case. The argument was he wasn't a quote "Internet Darling so fans rejected him." I disagreed. Here what I see as his problem.
1. He not a very interesting character. he still pretty much the lost Shield member who wonders where he partners went.
2. His super man push. If fans are sick of Cena. Why would the fans cheer someone else getting the same kind of push?
3. No charisma. They want him to be the new face of the company. All the best Austin, Cena, Rock, Hogan, and ext had a connection with the crowd. It wasn't always go away boos for Cena. They also all could work the mic and to be the face you need that to carry the main feuds. Reigns can not do it.
People say he has it all. No he doesn't. Does he half the look, maybe. Can he work in the ring? He not bad but he nothing special. Can someone tell me a classic match Reigns had that wasn't teaming with Rollins and Ambrose?
I think he should turn heel and if fans then start cheering him fine. WWE gets what they want at the end. I see it as the Rock started. Fans hated him as Rocky Maivia. Once he turned heel and found his character. Fans took to him and became a mega star. Maybe he turns heel and he find himself.

I hope they give up on their stubborn plan to make him their next guy and accept he's probably a fringe main eventer at best. There's nothing wrong with pulling back on the guy.
Also get him out of that f***ing flak vest. I can't stand that thing.

I don't think we really need to continue this discussion, I can see where it's going. You should also throw in the following people too; CM Punk, Mankind, Brock Lesnar, Triple H, Orton, Batista, Seth Rollins, and Sheamus.

Midcard hell, until they can actually figure out how to use him. It took 2 and a half years between Orton's slide down from his 2004 push until his next world title run.

Give up and make him a 50/50 geek. I don't think a heel turn would really work. He has no character. Just make him a guy. He has a great look but I think that isn't nearly important in 2016 pop culture as it was 30 years ago. He's just a guy.

I'm totally fine with him as a babyface but it's obvious he won't be getting many positive reactions any time soon. So I'd say turn him heel as long as he doesn't turn into a coward or magically forget how to win matches.

I brought up Dolph was very over and he was never in the indies. I said Cena was not a huge indies star but at one time he was extremely over as was Batista.
