Who should get custody of Guns 'n Gallows?

Karl Anderson and Doc Luke Gallows have arrived on the main roster being touted as a "dominant tag team" from Japan. They were also part of the Bullet Club in NJPW along with Finn Balor and (after Balor left) AJ Styles. The Bullet CLub has been name dropped in the WWE during Finn Balor's entrance in NXT one time and in a segment on the Edge and Christian Show featuring AJ Styles.

My question for the forum is, who would you rather have leading WWE's incarnation of the Bullet Club with heavies Anderson and Gallows?

Finn Balor, who is currently in NXT as champion, who formed the stable and is due for a call-up.

Or AJ Styles, who is challenging for the WWE Title soon and coincidentally, skipped going to NXT similar to Anderson and Gallows.

Or would you rather they start as a four man stable and tease dissension between AJ and Balor in the future?

AJ Styles is an incredibly over dynamic face.

Finn Bálor is a stale face with roughly no personality and who is almost universally regarded as having been better as a heel.

I gotta imagine the first iteration will involve Balor, but I'm only basing this on the merch. Investing in the Balor Club name has to get some return for them other than "Finn wants to wear cool non-demon stuff occasionally."

Since both are widely known to have been associated, why not both at the moment?
Gives Balor something new, adds to Guns n Gallows as well as AJ, and could possibly set up a power struggle feud at some point between Balor and AJ.
