I did a similar one with ROH and thought it'd be fun to do the same with NJPW but with an added element.
1 Return - Someone who had a run in NJPW but left for whatever their reason may be. 1 Debut - Anyone that hasn't been in NJPW prior or only in for a few matches. This is making someone a regular part of the roster. 1 Retire - This doesn't necessarily have to be a wrestler (though it can be). It can be a gimmick with the wrestler still around, a storyline, a feud, a stable or really anything like this.
Just be somewhat realistic. So no dead, injury/retired or WWE commitment.

Return - Daisuke Sasaki. Kind of an odd one, I admit. But I feel like he'd be a solid return for the company. He's still young, talented with even still some potential to him, a good look, he's got alot of upside. He'd be a good addition to the Junior division, maybe even a future ace for it.
Debut - YAMATO. Just oozes charisma, insanely talented and he could provide a really good foil for the Junior division besides some of the outsiders they bring in.
Retire - Bullet Club. Finn's gone, Anderson's gone, AJ's gone, there's no point to it really. I'd have the Elite maintain as a unit and let the rest find new life on the roster elsewhere. Alternatively, CHAOS.

Return - Minoru Suzuki. I've loved his work in NOAH but he could really be valuable to New Japan about now.
Debut - Daisuke Sekimoto. Fantastic power wrestler. I feel like he'd thrive in the NEVER division against the likes of Ishii, Honma and Makabe.
Retire - Yujiro Takahashi. I've never really been impressed with him.

Return: Muta! Would love one last run where he barely wrestles, but we get some great marquee matches. Muta/Okada and Muta/Omega could be amazing main events with the proper build/promotion.
Debut: JT Dunn! He's a great young American indie wrestler with a style that would mesh well with a lot of juniors. He has already done some great work with the Young Bucks.
Retire: This is where it gets tough for me. There's no one I really hate in NJPW. Maybe Chaos as a stable could retire since it barely exists anyway. Also, I used to not really like Shibata, but he's kind of grown on me. Impressive given how shit he could be during the dark days and his shitty MMA record.

Retire: If I say Bullet Club, will it take Yujiro with them? I had no use for the stable in the first place and now we have The Elite.

Sugiura already competed in New Japan lots of times. Heck, if anything, New Japan giving him such a monster push as he had was what made NOAH realize "hey guys, we have quite a performer who people seem to buy as awesome. Maybe we should put the belt on him!"
Anyway, my picks:
Return - I'll go a different route and say Milano Collection AT. Yeah, I know he's training to come back, but we really do need him to have that IWGP Jr. Heavyweight Title run he never had.
Debut - just for one match, I want Tanahashi to team up with... RAZOR RAMON HAAAAAAAAAAAADDDDDDDDOOOOOOOOOOOO GAAAAAAAAAAAAAAAAAYYYYYYYYY~!
Retire - The Young Bucks. If they don't count, then Captain New Japan, due only to his uselessness other than being a fall guy for the past 3 years.

The only one I'd say is Bullet Club should be retired, with Omega as the leader acting like the Supreme God of Everything, now just seems like the time to do it. With every other leader of Bullet Club it was treated more like a family than anything else, the leader of Bullet Club always treated all his subordinates as brothers and never degraded anyone's importance. Omega on the other hand just treats himself and the Young Bucks as the only important members of the group. So now the time is definitely right, with Tonga or Fale, one of the two founding members getting sick of Omega's crap and laying him out flat and declaring the Club dead.

I feel like you might get your wish: they do seem to be playing up Bullet Club splitting into cliques that might take down the group as a whole. Then again, so long as Kenny's BC 8-bit shirts keep selling, they might hold off on that.

Willie Mack/The Mack is a perfect fit for NJPW and would be almost guaranteed to get over with the fans by virtue of being a big dude who can move around like a cruiserweight and work.

Retire: Muta. A HUGE farewell with his final match being against a legend or...
Debut: Drew Galloway, who defeats Muta in his farewell match earning him a "legend killer" style top heel gimmick and the nickname "Reaper". He goes on to clear out a lot of the legends & useless (read: Captain New Japan) before making a run at a singles title.
