The more I think about it, the more it seems strange, admittedly he was a bit of a loose cannon but he seems to be the only person with a tonne of backstage political sway who never got a vanity title run.

Scott was content with the money and didn't put as much emphasis on the big belt like Hogan and Nash. At the end of the day Scott got to get drunk, be on ass load of segments and still be popular, you tell me where ambition is going to come from to want to be champ.

Good point, I mean Hall is the yardstick for taking things too far without actually dying but then again they kept the belt on Nash and Flair, both of whom like to party. The thing with Flair and Nash to a certain extent was they could be f**** up hangover from a night pf partying but they would still be there at the show. People give Kev slack and in some instances rightfully so but he knew what he had to do and did no more or no less. Flair is a different beast in himself that's how his life functioned everyday all day.

He was a screw up. And not a huge draw by himself. Hall was a massive draw, and an amazing worker. Hall could talk, he could go in the ring, and he had an awesome look. What he lacked was a desire to be the man, and an ability to stay sober and reliable. In both WWF and WCW Hall probably could have gotten the tile if he pushed for it. He simply didn't want it. He was happy making main event money with out the responsibility of being champion.

The guy who has the belt usually has to do other commitments, like go on a late night talk show or go sign autographs somewhere. Maybe Hall never pushed to be champ because he'd rather go get shitfaced at night rather than be on a talk show or go to a hospital to see sick kids.

Besides being unreliable he was the third man down on the nWo totem pole after Hogan and Nash. As egomaniacal heels Booking 101 states if he won the title then Hogan and Nash would have to turn on him, and nobody really wanted that.

Because he was unreliable and in a heel faction with a guy who can say 'I want the world title now, thanks!' at any point in his reign and he would be laying down for the orange one in a screwy way that makes no-one looks good.

He was a moderate draw by himself, but not one that's going to get a look in over the likes of Hogan, Goldberg and Bret. Hall was easily on par with Brett in the popularity department in the WWF. All the top guys around the new generation era were getting similar pops. Comparing Hall to Hogan, and Goldberg isn't fair. Its like saying Derek Jetter was a bad Yankee because he isn't as legendary as Micky Mantel and Babe Ruth.

I think he was in a position more suited to winning the title in WWF, and when Hall asked Vince if he'd make him world champ, when he was looking for reasons to stay, I think Vince should have considered it. It'd have probably only delayed the inevitable, but it would have been a welcome addition to the main event at the time.
By the time of WCW, though, sure he was popular, but of course there's Hogan and all, and Nash came into his own in a big way in terms of personality. Between that and Hall's substance abuse worsening, it wasn't really meant to be in WCW.

Even without the substances and the awareness of the pressure it would add to him, by his own admission Hall's criticized people like Hart and even his own friends Michaels, Nash & Hunter for being belt marks & caring so much about actually holding it. While he's said it would've been nice in hindsight on a superficial level, the thing that mattered most to him was always making the most amount of money possible with the least amount of wear & tear.
Which considering at one point his pay was on par with Kevin's and only second to Hogan's, I doubt he had much care for what little bump holding the title would have had for him.
Also you have to remember when Nash & him held the tag titles, they essentially were treated like another main event level title. And, he was by no means a slouch when it came to championships they gave him in his run.
Like, I know people like to paint this narrative of Hall being super unreliable from day 1, and there was a time when his vices did catch up to him in a big way. But alot of people forget that he had a decent hold on them, as good as Nash did at least, during a solid portion of his WCW run. And, like any addiction, there was an ebb and flow to it, he had good days & he had bad days.
