Because dude..bruh what the hell? You just spinning your wheels there. Unless Dixie gave him a sum of cash upfront(which I doubt) why make this move. You not involved at all in the world title picture and you're stuck with fellow "TNA original" Abyss in a garbage feud. I would hope he at least gets the Hall of fame nod if anything that Dixie supposed to announce. Sure, I can understand going where you are comfortable but the kick side to that is dude probably knows more people in NXT/WWE than he does TNA now.
If you are James Storm what's your next move?

Dixie probably lured him back with a lot of money up front and a promise of a "big push" with Beer Money reuniting. Then Bobby bailed, TNA's broke as a joke, and well....Storm is left looking like the biggest fool in wrestling.

From all accounts Dixie offered him a bunch of money basically.
The fact that TNA has been plagued by money problems for years that he should have been aware of apparently didn't ring any alarm bells.

As long as he didn't really burn his bridges too badly at NXT. I do hope for his sake that he at least got all the money Dixie offered to throw at him.

Putting a screen door in the submarine sounded like a good idea at the time too.

They weren't using him for anything important, so his leaving didn't leave them in the lurch, and he didn't trash them or anything, so they're probably fine with it.

His next move would be filling for food stamps
The man is the biggest idiot ever, it's like someone who returns to the titanic while it's sinking after being saved.
James won't get what Dixie promised to him. TNA got evicted from the basement to the warehouse next to the junkyard. TNA owed Roode and Young a lot of money so they left. TNA cant afford to run four days of tapings so they now run two days of tapings. TNA won't pay the production people on time. TNA hasn't made a profit since...ever. TNA loses money every time they open the doors.

He probably wanted a guaranteed deal rather than a developmental deal that might not pan out for him.

Storm has been badly used ever seen Gaburick took charge, you can see this guy has no interest in Storm. So it's probably Dixie that signed him back, yet he comes back to a place where the guy in charge still doesn't like him. So he's stuck really. It's like Del Rio going back to the WWE. You go there for the money but you'll always gets treated like garbage so there's no point.
Storm should probably ask for creative control and ask Dixie to book his own feuds. Cause I don't see him being involved in much going into the future. Gaburick prefers Fatty Hardy.

I think at this point, he isn't looking to set the wrestling world on fire. He's content to use his remaining few years making as much money as he can for his family. And I think Dixie's made sure he's one of the 10 people that get paid "buckets of cash" in the company.
Oh, and if he's not getting paid right or TNA goes under? I'm sure he's got enough money to get good lawyers to make sure he gets his due.

The money he lost and whatever he gains basically will go to the lawyer and the fees.

Think they was really looking to debut on Pop with a bang. Had it gone according to the plan, they'd have AJ/Gallows/Anderson leading the way with Storm, Bennett, I don't know, possibly even Del Rio providing back up. You know, have known faces around to provide ratings -type of approach. Might've even been the ''have James return and reunite Beer Money and we'll have Bobby signing the deal as well'' -thing in Storm's case.
Now obviously it went tits up and obviously they had no money for their plan in the first place, but I've seen similar over-optimistic kinda ways of doing bad business in my own line of work, and I've also witnessed closely a couple of sports clubs applying the same strategy as well. You know, that usual ''get these guys in they'll be the attraction and then soon we'll turn into a phenomena'' -thing. At least in other fields of business you could have third parties involved that would guarantee the payments in this kinda deals, if you're smart enough to get them involved, but don't think that has ever been the case in pro wrestling. It ain't youporn sponsoring Lucha Underground to have Joey Ryan around, now is it?
Anyhow you'll always get some guys to sign those deals as the promise of certain amount is too good to pass on and in Storm's case he might know that them payments might be late but you'll eventually have them from his past experiences. In ice hockey, there's been shitloads of stories about the horrors about KHL and yet most of the people not good enough for NHL go there instead of European leagues just because the offer is just so much bigger and better.

I think he went up to HHH and was like "Hey, TNA's offering me a lot of money right now and I'm not sure I have too many years left. Mind if I take that instead of a developmental contract right now?"

Also unless his contract says otherwise he would be owed money from TNA Wrestling Inc. if it goes bankrupt and dissolves where is he going to get the money from? Dixie doesn't owe him the money personally. I mean people like Steve Corino are still owed a shitload of money from ECW.

Maybe he was smart enough to demand the checks from Panda Panda Panda(energy) so he covers his ass if anything. Tho if i'm not mistaken isn't Dixie the sole ruler and master of TNA when Jarret sold his stock.
