Finn would be eliminated if his ass wasn't in the ring by the time #3 came up. Which begs the question why someone doesn't have a heel faction jump a few people on the ramp before an authority figure boots them. That sounds like better odds than a whole faction being in the ring at once.

...I'm just assuming they're throwing the title at Brock again for a few months to make that joke.

I don't care to see him win a third, but I think John Cena.
AJ Styles should be WWE Champion entering Mania and Cena will beat him there to finally get one over on AJ and win the coveted 16th at the same time.

My fear and sincere belief is that Brock wins so he can be fed to Universal Champion Roman Reigns. Probably stuff like Cena/Undertaker, Rollins/Triple H and Styles/Orton to round out the Wrestlemania card.

Finn Balor makes the most sense, and already has a compelling story behind it like Triple H's win in 2002.
Otherwise, I want to say Kevin Owens. I'd rather see Roman Reigns win the Universal Title sooner and have a heel Rumble winner face him than have another drawn out "Reigns wins the Rumble, wait for him to win the title at Wrestlemania".
