This is likely not the correct answer, but I can tell you that in my own case I've not tuned in because over-regulation and the worse-than-baseball pace has made it ****ing impossible to watch.
You can argue the baseball comment is wrong, but contextually, it's quite accurate. Baseball is a finesse game way more than football. Football is block and run full of tactical strategy, but referees have to have a tea party after every play and there is no continuity. After each pitch of a baseball game, the chess match aspect is still very much in play and it's not a 40-minute discussion over whether or not that was a legal catch on the part on the catcher or if the pitcher fumbled the ball or if he was just reaching down to pick up some dirt. (That's what I mean by finesse. Football's awful pace is because way too many people have a hand in what's going on. And it takes forever. It's like when WWE is all about Steph and Vince. I don't have time for that bull.)
NFL is so effing tedious. Let them frickin play the game as it was intended.

Speaking of baseball, especially since you mentioned referee reviews that seem to take forever in football. NFL really needs to get out of its own way. fans don't tune in to see yellow flags fly. You lose the in the moment excitement that comes from a big play when you need to sit and make sure an inelligable receiver didn't go too far down field or if a ref felt one guy touched another guy too hard.

Doesn't help some of the most recent night games were crap.
I'm betting that the election has diverted attention.
As far as I've heard, Red Zone ratings have stayed the same.

You can't be mad at the refs for following the rules. I do think a lot of the illegal contact and roughing the passer both seem to be called very arbitrarily. But something like illegal man downfield is an easily valid rule and called consistently. You can't get to the point that you don't want to call valid penalties because that's not what people want to see. The NFL has risen to the top as (mostly) a competently called game. The NBA has turned into a joke of a league when it comes to just not calling (or calling way too much shit) because OFFENSE! I'd rather not see the NFL go (more) toward that. The NBA's stance on traveling, carrying, and continuation are downright laughable. How about the fact Peyton retired, Brady hasn't played yet and Romo's out again for who knows how long. I've been still doing my football picks every week, but I just really don't give a rat's ass anymore. I even turned down watching 2 Packer games because it bores me.
There's just too much football out there.

I've found myself skipping games a lot more this season. Previously I've been a habitual watcher of anything NFL but this year, not so much.
As I'm getting older, I think I'm finding it difficult to invest over 3 hours to watch something. They really ought to start looking at ways to cut out or shorten some of the many many stoppages.

Speaking for myself, I started working a bit more on Sundays in the past year and it ate into my time to watch NFL Sundays. For a number of years there I'd go out as soon as I got home (around 1:30 or 2pm), stay out for the 4:30 games, and then put on the night game while I was at it, even if just for background noise. But since working more during the afternoon, I haven't had a chance to do that, and I find that when I'm not going out and, say, going to a bar with football specials or something, I just don't feel anywhere near as invested in it. Guess I liked it more for that social component. That said, things like Goodell's heavy handed nonsense, the endless barrage of flags on every damn play, and worst of all the vileness on concussions have also contributed to me just losing patience with the whole enterprise. I'll still watch a bit, but my viewings habits are way, way down. Besides, can't neglect this: how each game has about 11 minutes of play and over 100 commercials. And that's from 2013, it only feels like it's gotten worse. That, to me, plays into a feeling like the games themselves don't really matter anymore. The Super Bowl has felt that way for ages, where it's more a spectacle and show than a game, but it almost seems to extend to the regular season now, too. Just flat-out oversaturation. EDIT: Oh, and on the "horribly corrupt leagues" conga line, can't forget the NCAA!

The Super Bowl is funny. Because the rest of TV just concedes. And since the NFL is always looking to squeeze every cent it can (because clearly, the owners are hard up for cash), they have all this spectacle shit. 19 hour pre-game shows, downright painful media days, etc. That by the time the game actually starts, half the FOOTBALL audience doesn't even give a shit. No other league has that problem.

Indeed; I remember it dawning on me that the NFL is the only league that has its title game played under different circumstances than they play the rest of the year, namely in terms of how long halftime is compared to a normal game, and how that can impact the outcome. I never really got over being annoyed at that, which sounds silly, but still, it's irksome. I always preferred the AFC/NFC title game weekend, anyway.
