I could have swore that when JR introduced Fake Razor and Fake Diesel, they didn't particularly expect people to buy them as the real deal. That said, I could be remembering wrong, easily.

I'm surprised WWF didn't ask Glen Jacobs to get the two tattoos like Diesel. It wouldn't be the first time: Shark, Adam Bomb and I sure how Sivi Afi really wanted to look like a High Chief. It's been almost twenty years since he was fake Diesel but I bet those few months he was fake Diesel felt like an eternity. The funny thing about this is that in the summer of 1998 Kane had impersonated Undertaker as he wore his ring attire and had fake tattoos but still had the mask on. Thinking back now, it made perfect sense why when Undertaker impersonated Kane, he wore the long-sleeve tights.

I knew Razor returned to do a job for Vader, but I never knew about him attacking Vega. This is a very confusing sentence.

Watching this angle unfold in USWA must have been strange. IIRC the Fakes turned on each other eventually and Diesel went on to become "Doomsday" which was his proto-Kane gimmick.

No. You are correct. From what Bruce Pritchard said in the MNW podcast on Jericho's show the whole thing came from Jerry McDevitt as a way to show that Turner had stolen and was benifiting from Titan's IP. And apparently Vince was so desperate at the time he gave it the OK and let it nearly get to air before he realized that the casual fan didn't care about the names of the guys, the cared about the guys. So they quickly (according to WO) came up with the Jim Ross heel turn to put all of the heat on his character and not on the company.
