Not that having Devon as champion helped matters. He barely ever seemed to defend it. Yea the idea worked but they gave it to Devon. It finally had started working when Joe had it. And Joe seemed to even regain his aura. Then lost it to Fat Devon. Furthermore it wasn't a true TV belt per se as it was the tarnished former Legend title. The beauty of a TV title is that you defend it every single week. So when the Champ successfuly keep the title, it instantly make him over or when the title changes hands it keeps a "anything can happen" vibe so it's a win-win situation. When Cena was US Champ he was essentially a TV Champ as far as concept. And everybody praised that run. I'm pretty sure they made a stipulation that Devon will defend it every week! and then proceeded to not defend it for months

"Work two to three matches every day for a whole week" isn't a good way to establish a midcard belt nobody will care about in a company nobody watches, it's a good way to ensure injuries end up leading to every reign being vacated as two or three guys get put on the shelf every block taping session. Cena worked one title defense a week, not 21.
