The new exciting indy style isn't flippiness, it's elaborate, planned, collaborative spots. This is the kind of thing the small roster size would make easy.

Couple of things. The whole thing feels force fed and WWE Fans hate anything the moment it feels like there is a slight induction of being force fed. The current champion AJ Styles is smaller than half of the division who does cooler shit as well as other important main roster guys. Even without 205 this is the smallest WWE roster ever assembled where the legit big men are Attitude Era Relics, Brock Lesnar, Braun Strowman, and Big Lanky Cass that hosses are the real attraction. Hell the commentators spend more time talking about Big E being an eccentric nerd rather than as a world renowned powerlifter. Also outside of Swann, The Brian Kendrick, Gallagher, and Mustafa Ali they all lack distinct characters or defined personalities.

Last nights match was boring and forgettable. It basically felt like a throwaway, by the numbers match you'd expect to be padding out Raw to get the jobbers on TV.
Having Rich Swann (one of the most athletic guys on the roster) finisher be a basic spin kick basically sums the division up. Why? He's athletic as hell, let him show off his athleticism and give him a good, exciting finisher. Same with TJ Perkins for that matter, I don't exactly mind the kneebar but he should be using something flashy and eye catching.

It's indicative of the WWE's bigger problems of running a good thing into the ground and there not ever being any consequences to anything, so the fans have no reason to care.
The cruiserweight classic was an awesome, unique idea that was well received. So let's sign half the dudes who were in it, stick them on RAW AND give them their own show so everyone gets sick of them! They just don't know how to quit while they're ahead and leave the fans wanting more.
As to my second point, now that there's a cruiserweight division and show, what was the point of the tournament? If all the guys were gonna get signed anyway and you were already gonna have THREE different champions it makes the tournament less important.
