This is an interesting conundrum. Will he go full fanboy and hang out with Ric Flair joining the uncool kids club or remain close with Hall & Nash? Or will he bury Ric Flair so hard or will he go full Flair like he did during the early part of his Reign of Terror.

He actually could have been VERY successful- to the point he actually may have been the missing piece of the puzzle WCW needed.
Triple H had a lot of tools to his benefit: Flair loved him, Hall and Nash loved him, Bischoff was enough of a fan of his work that there was a bidding war for HHH's services for a while (with HHH's first World Title reign written into his contract because it was the only way WWF could keep him)...so he'd have a lot of allies backstage.
In addition, Triple H would serve a very vital purpose: He was one of the best classical POWER WRESTLERS running around in the Monday Night Wars era (in a time period when brawlers and power guys had been virtually overtaken by hardcore wrestling because of how "in" that style was), and his name and draw value would have been exactly what WCW desperately needed in 1998-99: A guy who's good enough to put on great matches with the WCW midcarders, but also just low enough a draw so that WCW COULD put them against the midcarders (but just big enough a draw that you could make him a viable NWO member.) Someone like Triple H would be perfect for the division at the time, and if Flair stays in his head instead of the NWO guys- or worse, Hogan- Triple H could have been a great asset to WCW at the time. Even if they did, if the 'worst case' scenario is "Triple H is a Buff Bagwell/Konnan type guy"...that's still not that bad a floor.

The only time I would ever see Triple H having a shot at the reigns of terrorâ„¢ is at the very end of WCW where there was no one left.

On the politics side. For the plus he was friends with Nash and Hall on the negative side Hogan. So due to Hogan I doubt he ever gets a world title reign while he is around. Nash might push him to one when he has the book. He certainly wouldn't be the Ultimate Asskicker TM, but he'd probably still have a decent enough career, he got his first world title before he even started dating Steph, after all. Yes but it could be argued this was due to his friendship with Vince's Boy Shawn, who supposedly Hunter sought out immediately.

Problem with that is Hall and Nash wouldn't have met him prior to their WCW return, Hall left in 1992, Nash in 1993 while Triple H signed with WCW in 1994, he wouldn't have been the sober guy who makes snarky jokes and drove them around when they were too drunk or high, he'd be Ric Flair's boy. In the late 90s that would be VERY bad for him politically as neither Hall, Nash, Hogan or Bischoff cared for the guy and never let an opportunity pass to humiliate him on live TV, from the unfunny NWO parody of the Horsemen where they nixed all reprisals to whipping David Flair with a belt. Being pals with Hall and Nash wasn't a guarantee of a main event spot in any case, just ask Raven, heck, it took DDP years to get near the world title and he lived next door to Bischoff, his run on top long after his heat had died down. Eric Bischoff wanted Triple H because he had a blank cheque and wanted to completely hollow out the WWF, not because he was a can't miss main event prospect, he never saw him as anything more than a tag guy which is why he left in 1995.

Considering that he shit talked Flair in radio interviews after the death of WCW, but then immediately buried his huge nose in Flair's backside when Flair came on board the WWE....I'd say he'd go with Hall and Nash.

Foley put him over huge, as did Working with The Rock and Austin, they let him be the heel they needed.
At the time most WCW guys seemed to be more focused on cementing their own spot than helping each other so I can't see HHH ever getting the boost he needed to take him to the very top.

He's now Ric Flair's friend, but back then Flair as the booker gave him a bad French aristocrat gimmick.
I think if he stayed in wcw he would've gone nowhere, I think he would've retired and become an executive there or an agent.

At the time he didn't have a defined character beyond Jean Paul Levesque, as even early HHH was that same guy really. Couple that with so many people ahead of him in the pecking order, and he likely wouldn't have been given any real sort of shot.

This is a really good question and there's been a lot of interesting discussion, but it's hard to say.
HHH was a master politician in the WWE, but WCW would have been an entirely different kettle of fish. The number of guys who had the ear of management, plus active wrestlers having the book meant a completely combustible situation.
As others have suggested, HHH's potential relationship with Hogan and Bischoff would have been key. I can see both of them liking him, though, because he's never been a drinker/partier and you can trust him to not behave erratically.
When it comes to in-ring performance, HHH has always been good to great (at times) and he's certainly be a guy you'd expect to find at the very least in the upper midcard and probably higher. I think he would have been WCW Champion at some point (though I dunno what kind of reign he'd have had).
