Alright, I'll go through these one by one:
Sasha - The hotshotting of the belt hasn't done her (or Charlotte, for that matter) any favours and she's been slowed down by injuries, but she's still super over
Enzo - I hate the stuff with Rusev (for both of them), but this won't hurt him in the long run at all (especially when you consider that Cass is the money guy as far as the company is concerned)
Reigns - I don't think people will come around on him until he turns, but he still pops the kids
Rollins - He's over, but not as much as he should be and that falls directly on the way he's been handled. He should have come back from injury as a face
New Day - They're still outrageously over and move a ton of mercy. Are they getting stale? Quite possibly, but they're still very much over
Cesaro and Sheamus - Cesaro is hugely popular and they've managed to turn Sheamus into a guy the crowd loves to hate. He's still ostensibly a heel, but he's become a goofy one that the audience digs and loves to razz
Mick Foley - His problem is overexposure. He's not over as he once was because he's not in limited supply
Sami Zayn - The problem with Sami is that you can't call him an underdog and talk about him overcoming the odds if you don't plan on showing it. I think he needs to be protected a little better when it comes to booking
Another issue for the faces on RAW is who your top heels are. The crowd is desperate to cheer for JeriKO. Both guys are so entertaining and the audience is dying for one or both of them to turn. It's easy for a face to get over when they're put against a Miz or Charlotte or another loathsome heel.

Faces don't get any cheers and heels don't get any heat. Performers/characters the fans appreciate and want to see more of get cheers and get merchandise sales, those they do NOT want to see more of get booed and don't get sales. The solution should be to eliminate alignments and listen to the audience. If they cheer an act, then that act should be featured. If he's booed, then creative should work on ways to get him cheers. Lolwut? Do you watch the shows? New Day, Cesaro, Enzo/Cass and Sasha don't get big face pops??

Becky did get over as a face on Raw before the brand split, but I couldn't say what kind of turnover there may have been in staff since then.

Rollins.......is getting there, I think a fair judgement is the crowd is 50/50

Most of those being mentioned are over in spite of the Raw writers/bookers not because of them. I'm pretty sure The New Day come up with 90% of their stuff (for better or worse). Nearly everybody else got over years ago and/or in NXT. To me they can take partial credit on Cesaro and Sheamus but that's about it for faces.
The crowd wanted to cheer Rollins but they booked him as a weird tweener until his comeback momentum had gone.
Sami Zayn had a lousy debut match where he spend 90% of the match getting beat down by weak and boring Stardust offence. Despite that he turned things around, beat Owens and then... nothing. Momentum lost again.
I could go on but you get the point, faces aren't able to build up and momentum on Raw. How many times has the rug been pulled out from under Cesaro?

I've given up on WWE being able to create heels and faces, so now I just make up my own mind.
If I decide someone is a face, then they are. Same applies with heels.

Yeah. My original point is the writers and creative are incapable of creating faces or getting them over. Enzo and Cass were more over when they premiered. Sasha Banks was more over when she premiered. Sami was an f'n hero in NXT, is he more over since he has premiered? Cesaro was actively buried. Did that 7 part series and subsequent teaming with Seamus make Cesaro a better and more over face? Did it? New Day is it. So let's give the writers the benefit of the doubt, and say they came up with the terms booty os and unicorns, and got New Day over. Have they done what they can to keep the act fresh? Or did they bleed it dry? Original point still stands. Raw creative is incapable of getting anyone over as a face.
