I buy it as presented. The guy may have money, but he's probably trying to stay frugal and be realistic. He knows that he can't perform what his main source of income used to be, and maybe he doesn't have another book in him (or doesn't know when he will.) He's also probably trying to leave behind at least a portion of that wealth to his kids after he passes, plus knows that he'll either need long-term care at some point beyond what his wife can provide or will pass relatively early in life due to what he's put his body through. Plus he didn't become wealthy by spending lavishly, he became wealthy by holding onto as much of what he earned as possibly so, at the very least, it's what he's used to.
Personally, I wish WWE would step in and just pay for the surgery. I know they've had their troubles in the past few years, but after everything that Mick has given to Wrestling, to the WWE in particular, it'd be a great show of good will and gratitude on their part.

He probably has money to pay for this but it's still a fairly substantial cost. Also what happens if there are complications - could end up costing much more without insurance covering it (id imagine)
I know he loves dis bizness but he really needs to take a long break and just rest up - dude is a wreck and the constant travel must be hell.

After reading the OP, what is even in doubt? Where's the sympathy baiting I was promised? It's pretty cut and dry, it's just "Yeah, 60k is kind of a lot of money, I'll try and find a cheaper option for me and my family". What's there to even speculate on?

Boy I'm glad we have healthcare here. Yeah, I know the NHS has its critics, but we're so lucky that if we need a hip replacement we are able to get one without fear of crippling debts, or having to live in pain because we cant afford to get treatment.

I thought healthcare was universal, I remember when I was younger and heard something about a person having to pay for their ambulance in America, I was pretty shocked.

I find this post by Mick to be more of a protest to our current healthcare system in America than to gain sympathy or guilt the WWE into paying for it.

I don't know Mick's financial situation and I'm not gonna tell somebody how they should save or allocate the money they've earned for themselves, but it's hard not to wonder if there was more to this post than simply a health update.
Mick could easily have said, "Yup, I still need a hip replacement, but I elected to defer it as of right now." That's all it would take to put this issue to bed. Instead, he chose to reveal its cost, as well as the fact that he no longer has insurance and that he's not really working under a WWE deal.
I'm not sure what response he was looking to elicit, but aside from "You should have the money, Mick," another response could easily be, "Why can't the WWE help cover it?"
Regardless to the answer of that question, I can't help but reach two conclusions:
1. Foley would have to be pretty naive to think people wouldn't ask that question.
2. The WWE won't be happy that it's being asked and won't be happy with his contract status being publicly revealed.
Petty as it might be, I wouldn't be shocked if this were enough to get him written off of TV.

The problem with Foley is that he's always been a mark. Willing to risk long term injury just to get over. It's lunacy. No point hurting yourself to become a famous and wealthy wrestler if you have chronic pain and possible neurological conditions in your future.

Couldn't imagine having a serious medical issue and having to consider the cost of having it treated, or shopping around for cheaper surgical options, or considering what jobs I'd need to take in order to get treatment. "Medical bill" isn't a term that should exist in a modern nation.

Micks financial situation aside people are going to be on WWE back about paying something they probably thought Mick had covered. I don't doubt Vince would personally sponsor Foley if that was the last option but Mick provided more info than he probably needed to which is going to bring up a lot of questions.

Bring it into the story. Have Stephanie explain that Mick has blown all his money, and now he belongs to her because he's her monkey boy, and if he doesn't carry out her evil schemes, he won't get hip replacement surgery. Any time Mick complains, he gets a slap. She'll constantly be threatening him with a raised hand, and he'll instinctively flinch each time while he nervously makes match announcements like "Uh......Sami Zayn....it is with the deepest regret that.....I tell you that tonight....uh.....you'll be facing Braun Strowman.....and you'll have both hands tied behind your back......and it's no holds barred too" while Stephanie stands nearby with that awful smile of hers.

If they want good heat they should have Steph bring Mick Foley out, announce on TV that they're gonna get Mick Foley a hip replacement. Then bring out Curtis Axel in sunglasses, leather jacket and skateboard.
