I know it's probably not popular, but I kinda like the idea proposed that Skynet wants to lose. It cannot just give up or make it too easy, but through its actions, its defeat becomes possible. This particularly works if it is aware on any level it has strayed from its purpose. That's plausible. They say serial killers leave evidence because they subconsciously want to be caught. This could be similar. I want to say it was at least considered as a plot point during the making of one of the films, but I don't recall the specifics. I remember the logic being that Skynet cannot kill itself, nor can it directly allow for its demise. Even with everything that went wrong, it is unable to break those precepts, but it can create situations where indirectly, humans could turn the situation to their advantage.

In one of the novellizations of the second or third movie, it's implied that Skynet and the Human Resistance send the Terminator from the 1st and 2nd movies back around the same time.
Skynet apparently is prepared for a few different scenarios. Now... the 3rd movie kind of f***s that up lol.

Remember, in the first movie Reese tells the cops the Resistance had won, Skynets defense grid was smashed. Time travel was its only hope at that point so time loops or paradoxes didnt matter, it was done anyway if it didnt work.

It's been forever since I've seen those things.

Not explicitly stated that the Terminators were sent back in time at the same time, but Reese states in the first movie that Skynet was beaten and the resistance had won. The Terminator was its last ditch attempt to win. In the beginning of the second movie the voice over states two Terminators were sent back in time, so the only way that could have happend was if they were both sent at the same time.

Skynet actually got something of a personality in Terminator Genysis, a hologram who was taunting the heroes at one point. I can see the program developing an arrogant streak, akin to the Riddler where they feel compelled to play games with their opponents. As opposed to just taking the Ozymandias approach and just getting the deed done. Some villains are just cocky.
