flying so low on the radar in pop culture?
They are one of the best selling band of all time, yet they are never referenced in the same level as say Kiss,Elvis, and The Rolling Stones. Only in rare instances you hear someone mention Hotel California. It's like everybody goes "Ok, we shall all buy their albums, but mention them as little as possible. Agreed."
Is it because they are simply just a group of guys making music, and don't dress a certain way or do outlandish things?

Two factors are at work here:
There's not been quite sufficient enough drama or novelty with the band to really make them stand out within popular consciousness beyond "really talented rock band"
Two, the roulette wheel that is popular culture references simply hasn't shouted out to them as much as other groups beyond Hotel California. Guarantee if you had some major television show/film that featured them, the generation of people introduced to them via that would get interest in the Eagles again.

Similar to John Denver as well. Absolutely huge in the 70's and one of the best selling artists of the period and doesn't get much of a mention these days at all. In Denver's defence, he did Leave on a Jetplane and didn't know when he would come back again.

Good enough to be remembered, but not good enough to gets the ego/media attention/cartoon money/record company shenanigans to blow them up.
You see it in all forms of entertainment. There is a sweet spot where you are big enough that nobody messes with you, but you aren't so big that everybody wants a part of the pie. Basically the "pigs get fed hogs get slaughtered" factor.

I think the OP is talking about how they are very rarely mentioned in popular culture. You see plenty of mentions of the Rolling Stones and Kiss, but The Eagles are rarely mentioned. I think part of that is that they are a great band, but they aren't showy. They don't have costumes or pyrotechnics. They don't have a lead singer out there gyrating and hoping around. Their music does the talking over personality.

Honestly, they were not overly interesting beyond being really talented. Fleetwood Mac would have suffered from the same fate if everyone in the band wasn't banging each other and getting heartbroke over it. Additionally, Kiss and The Rolling Stones were driven by some serious "LOOK AT ME!!!!" personalities. That's the sort of thing that allows certain bands to have an influence well beyond their initial mainstream success Other than Joe Walsh, the band never had anyone coming even close to that. If anything, they were a little averse to that kind of thing.
